Dear Mr. Parks:

This letter is to notify you that the Nuclear Regulatory Commission has issued certifice,tes l

of compliance, pursuant to 10 CFR Part 76, to the United States Enrichment Corporation (USEC) for operation of the two gaseous diffusion uranium enrichment plants located at Paducah, Kentucky, and Piketon, Ohio. Copies of the certificates are enclosed.

The NRC plans to assume regulatory jurisdiction over the two plants on March 3,1997, as we have agreed. We plan to issue our first annual report to Congress on the status of health, safety, and environmental conditions at the two plants, as required by the Energy Policy Act of 1992, in late 1997.

Also, we have recently effected some organizational changes in the Division of Fuel Cycle Safety and Safeguards, in the enrichment area. The former Enrichment Branch has been expanded to include additional non-enrichment work, and redesignated as the Special Projects Branch. The two enrichment sections in the previous Enrichment Branch have been consolidated to form the Enrichment Section within the Special Projects Branch.

Mr. Robert C. Pierson has been named as Chief of the Special Projects Branch.

Mr. Pierson can be reached at (301) 415-7192. John Hickey, Chief of the previous Enrichment Branch, has been reassigned to other duties.
