In conjunction with the first meeting of the United States-Russian Federation 2
Joint Commission on Technological Cooperation in Energy and Space, Vice President Gore has asked me to serve as the official host for your visit to the St. Lucie nuclear power facility. Along with other Federal agencies i
participating in your visit to Florida -- NASA and the Department of Energy --
l the Nuclear Regulatory Commission hopes that your tour of this facility will be both interesting and productive.

performers, both in terms of production of energy and attention to safety.
I'm sure that your private hosts today from the operating utility -- Florida Power and Light Company -- will also be emphasizing this point.
Over the past few years, our two countries have shared an expanding relationship in technological cooperation in the peaceful uses of nuclear energy. As you know, the Nuclear Regulatory Commission (NRC) and its counterpart regulatory agency in the Russian Federation, Gosatomnadzor (GAN) have been engaged in very fruitful safety cooperation in recent years.

look forward to continuing and enhancing this cooperation.
Your visit to St. Lucie enables us to demonstrate some of the technology we use, not only to generate electricity by nuclear means, but the efforts taken both by the U.S. Government and private entities in assuring the highest i
levels of safety for workers and the public.
In this regard, I would like to emphasize the importance we place on a strong and independent nuclear safety and regulatory authority, one which possesses a clear legal basis and sufficient resources to implement its responsibilities.
We hope this brief visit will serve as a useful introduction to the discussions in the Joint Commission during the next few days on the important topic of nuclear energy and safety.
We hope your stay in the United States is both enjoyable and productive.
