Manual fire alarm systems are installed to allow personnel discovering fire to promptly notify the control room.

The control room is constantly staffed.

i Manual fire fighting equipment such as fire hydrants, fire hoses, hose stations, and portable fire extinguishes are provided to fight an incipient fire.

The fire protection water supply consists of redundant 100%

capacity 125,000 gallon water storage tanks, redundant 100%

capacity 1,000 gpm fire water pumps with a differential head of 125 psi and a water distribution system with redundant flow paths 4

and isolation valves.

This provides an adequate reliable water supply to each automatic sprinkler system and fire hose station, assuming one water tank, one fire water pump, and the shortest flow path are out of service.

The system is arranged to assure that if one fire suppression component is out of service, the spare equipment assures system operability.

Automatic sprinkler systems are engineered to actuate and suppress fire before unacceptable damage occurs, consistent with parameters established by the design basis.

Barriers with fire resistance ratings consistent with the current edition of NFPA 101 and a fire hazards analysis are provided to prevent unacceptable fire propagation.

A smoke control system is provided to prevent the spread of particles of combustion.

l A fire prevention program is implemented to minimize the potential ignition and propagation of fire.

This program includes control of igniticr 2re.rce: and combustible materials.

1 A surveillance and maintenance program is implemented to assure that fire protection systems and equipment remain operable and function properly when needed to detect and suppress fire.

A fire fighting pre-plan is developed.

A fire brigade organization staffed with onsite personnel is equipped, trained and prepared to respond to fire emergencies and contain fire damage.

If assistance is needed the nearby Lisbon Volunteer Fire Department is available.

The intent of the facility fire brigade is to be a first response effort for fires at the plant and not to replace local fire fighters.

The brigade members are trained and equipped to respond to fire emergencies and contain fire damage until offsite help from a neighboring fire department arrives.

When the local fire department arrives onsite, the local fire department assumes control and is responsible for all fire fighting activities.

Changes to work procedures including safety requirements, are reviewed with operational personnel by their immediate supervisor or delegate.

Radiation safety topics are also discussed and reviewed at least annually in roundtable safety meetings held by supervisors or delegates-with their workers, and at other meetings held by managers with their employees.

11.3.1.1.2 Fire Brigade Training The primary purpose of the Fire Brigade Training Program is to develop a group of facility employees skilled in fire prevention, fire fighting techniques, first aid procedures, and emergency response.

They are trained and equipped to function as a team for the fighting of fires.

The intent of the facility fire brigade is to be a first response effort designed to supplement the local fire department for fires at the plant and not to replace local fire fighters.

The brigade members are trained and l

equipped to respond to fire emergencies and contain fire damage until offsite help from a neighboring fire department arrives.

The Fire Brigade Training program provides for initial training of all new fire brigade members, semi-annual classroom training and drills, annual practical training, and leadership training for fire brigade leaders.

11.3.1.2 Technical Training Technical training is designed, developed and implemented to assist facility employees in gaining an understanding of applicable fundamentals, procedures, and practices common to a gas centrifuge uranium enrichment facility.

Also, technical training is used to develop manipulative skills necessary to perform assigned work in a competent manner.

Technical training consists of four segments:

Special Training 11.3.1.2.1 Initial Training Initial job training is designed to provide an understanding of the fundamentals, basic principles, and procedures involved in work to which an employee is assigned.

This training may consist of but is not limited to, live lectures, taped and filmed 11.3-5 November 1996

gv y lectures, self-guided study, demonstrations, laboratories and workshops and on-the-job training.

Certain new employees or employees transferred from other sections within the facility may be partially qualified by reason of previous applicable training or experience.
