ORDER On July 11, 1996, the Department of Energy (DOE) and Los Alamos National laboratory (Los c.. tmos) filed an application for a license to export plutonium-uranium dioxide fuel pellets for testing in the NRU research reactor at Chalk River, Ontario, i
Canada.
On October 3, 1996, the Nuclear Control Institute, the National Pssources Defense Council, Inc., and Greenpeace petitioned the Commission for leave to intervene as parties in opposition to the export application of DOE and Los Alamos and requested a public hearing on the application.
By letter dated November 5, 1996, DOE's counsel informed the Commission that DOE and Los Alamos were withdra,jng their license application but reserved the right to renew the application in the future.
