NRC RADIATION PROTECTION INSPECTION REPORT NO.
50-346/96013(DRS) AND NOTICE OF VIOLATION
Dear Mr. Wood:
On January 17,1997, the NRC completed an inspection at your Davis-Besse Nuclear
Power Station. The final results of the inspection were presented during a February 6,
1997, telephone conversation with the Radiation Protection Manager. The enclosed report
,
presents the results of that inspection.
Overall, it was determined that your radiation protection program was effectively
implemented. We are concerned, however, about a violation which was identified
regarding an unposted entrance to a radiation area that was not properly posted until this
problem was brought to the attention of radiation protection personnel a second time,
approximately ten days after our initial identification of it. The inspectors also identified
that your staff was unaware of an impending due date for the review of radiation monitor
setpoint calculations and that this deadline would most likely have been missed had this
not been brought to their attention. Although subsequently corrected, these problems
represented a basic lack of attention to the details of routine work activities by plant staff.
The posting violation is cited in the enclosed Notice of Violation (Notice), and the
circumstances surrounding the violation are described in the enclosed report. Please note
that you are required to respond to this letter and should follow the instructions in the
Notice when preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and the enclosure will be placed in the NRC Public Document Room.
