Dear Ms. Bell:

l This is in further response to your letter dated August 6, 1984, in which you requested, pursuant to the Freedom of Information Act (F0IA), all records relating to the receipt, analysis (legal and technical), and denial of one or more "Show Cause" petitions filed by Cynthia Stewart on behalf of Jacksonians for Livable Energy Policies (JULEP) requesting action on the Grand Gulf plant.

The review of the July 26, 1984, closed Comission meeting transcript listed at number one of enclosed Appendix D has been completed. Pages 44, line 21, through page 52 are related to your request. The remaining portion of this transcript does not fall within the scope of your request. The related portion of the transcript is being placed at the NRC's Public Document Room

in file folder F01A-84-665 for your inspection and copying.  ;

Number two of enclosed Appendix D is a two-page memorandum, portions of which are beino withheld from public disclosure pursuant to Exemption (5) of the FOIA (5 U.S.C. 552(b)(5)) and 10 CFR 9.5(a)(5) of the Commission's regulations. Certain portions of this memorandum contain the predecisional advice, opinions, and recomendations of the staff concerning an issue that has been under staff review. Releasing this infomation would tend to inhibit the open and frank exchange of ideas essential to the deliberative process.

The nonexempt portions of this memorandum is being placed in file folder F01A-84-665.

Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production or -

disclosure, and that its production or disclosure is contrary to the public interest. The persons responsible for this denial are the undersigned and Mr. Harold R. Denton, Director, Office of Nuclear Reactor Regulation.

I This denial may be appealed to the NRC's Executive Director for Operations within 30 days from the receipt of this letter. As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U.S. Nuclear Regulatory Coanission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision."

This completes NRC's ection on your request.
