Dear Dr. Patrick:
In accordance with the task order procedures of the subject contract, this letter definitizes Task Order No. 5.
This effort shall be performed in accordance with the enclosed Statement of Work and the Contractor's technical proposal dated August 2. 1996 as revised on August 19 and 22, 1996. The effective date of this task order shall be October 22. 1996.
Task Order No. 5 shall be in effect from October 22, 1996 through August 1.
1997 with a cost ceiling of $51.167. The amount of $46.236 represents the total estimated reimbursable costs, the amount of $1.232 represents the cost of facility capital, and the amount of $3.699 represents the fixed fee for this task order.

Cogema Mining Inc.-is in timely renewal of the NRC Source material license for it Irrigaray and Christensen Ranch properties, Renewal of this license will also require the license to be-rewritten into a performance based license.
2.0 Obiective The objective of this task shall be to review the round water and radiation protection chapters of the license renewal application: generate questions if required, and review the responses to those questions. Contractor _ staff shall also provide input to the environmental assessment (EA) and technical evaluation reports (TER).
3.0 Technical Qualifications Recuired The contractor shall provide the services of geohydrologists. geochemists. and health physicists who have an understanding of ground-water movement. well drilling and operation, and the health physics concerns of a uranium source material processing facility.
Familiarity with the Nuclear Regulatory Commission regulatory process is required.
4.0 Leyel of Effort The estimated. effort for this task is 416 staff hours (0.2 FTE).
5.0 Comoletion Date However, this Approximately 7.75 months are estimated to complete the task.

6.0 Scope of Work 1.
The NRC staff will provide an orientation to relevant contractor staff on the license renewal. either by phone or meeting.
2.
The contractor shall review the application using any completed portions of the standard review plan being prepared.
If standard review plan sections are not available. the contractor shall use previous NRC reviews as a precedent and bases for conducting the review.

questions shall be prepared that can be sent to the licensee as requests L
1 for additional information (RAI).
Requests for additional information shall only be in areas where the licensee has not. proposed sufficient information to justify it's technical position.
Requests for additional information shall be tied 01rectly to NRC review practices and precedents including other renewal reviews.
The review shall not only focus on the environment and the health and' safety of the public,'but must also pay attention to information needed to convert to a performance based license.
Comments shall be sent to the NRC for transmittal to the applicant.
During the review. relevant NRC' staff will be available to answer questions the contractor staff may have on-this project.
It is anticipated that a reasonable portion of the review shall be conducted at NRC headquarters by contractor staff.
The contractor staff shall also participate as requested by NRC staff in face-to-face or telephone interactions with the applicant to resolve technical concerns and comments generated by the review as well as requests for explanations about fee recoverable charges.

Contractor. staff may also have to be present at some meetings with the applicant. Therefore. some trips to search the NRC records may be necessary.
