UNAVAILABILITY OF RADIATION PF,0 TECTI 0fi DATA FROM INP0 This is to request your assistance as INP0 Coordinator in resolving a matter involving the INP0/NRC Radiation Protection Evaluation. A Coordination Plan for NRC/INP0 Radiological Protection Activities, which was signed on March 3, 1983, contains the following paragraph:

Documents to be used by INPO in implementing its evaluation and assistance program will be made available to NRC and relevant information, knowledge, and experience in the area of radiation protection of workers will be shared.
During our early discussions with INPO, both NRR and INP0 supported the objectives of the Coordination Plan. Specifically, in order for NRR to evaluate the effectiveness of industry efforts to demonstrate progress in,
achieving ALARA, NRR would need data from INP0 on industry related ALARA '
activities.
Such data are collected by INP0 as a part of its effort to measure industry progress and the effectiveness of its own program. Within the last year, INP0 has not provided the data necessary to meet our evaluation objectives because, they said, such data would be subject to Freedom of Information Act requests.
INPO has provided ALARA related trend data reflecting INPO inte'rpretation and analysis.
In order for NRR to conduct an adequate, independent evaluation of industry success in achieving ALARA, we need the same basic data that INPO used in formulating its cnnclusions.
