MEETING WITH SIEMENS REPRESENTATIVES TO DISCUSS DIGITAL SYSTEM RETROFITS IN NUCLEAR POWER PLANTS AND NRC REGULATIONS AND REVIEW GUIDANCE FOR DIGITAL SYSTEMS On November 7,1996, a meeting was held with the representatives of Siemens to discuss digital system retrofits in nuclear power plants and NRC regulations and review guidance for digital systems. Siemens is in the initial phases of exploring the possibility of marketing their digital instrumentation and control (l&C) system upgrade products to US nuclear plants. They are considering the possibility of submitting a topical report of their digital I&C system upgrade for NRC approval.

Siemens provided an overview on their systems called Teleperm XS and Teleperm XP; the XS designates safety applications and the XP designatas process applications. Two years ago, the Teleperm XP system was implemented in fossil fuel plants. Siemens also has several orders in the XS system for foreign nuclear power plants.

In their presentation, Siemens indicated that they felt that their approach to software design enabled them to design software that would be practically error free due to the use of automated software cooling tools. The Siemens Reactor Protection System (RPS) digital upgrade includes a human machine interface (HMI) through which the software can have its functionality changed. In view of the perceived ease with which the functionality could be changed, NRC noted and Siemens agreed on the need to have stringent administrative controls on the functionality change process as part of the configuration management program.

Siemen's qualification of hardware consists of practical and theoretical tests. A similar approach is applied to the software. Siemens indicated that software type testing is done on the operating system, runtime environment, and function modules.

Siemen's schedule for completion of their topical report has not been determined. NRC suggested that additional meetings could be held before.Siemens submits a topical.

Additionally, the~ NRC indicated that when the topical report comes to the staff for review,

the staff can provide an estimate of the review effort (cost) and timing, and further

' suggested that it would be possible to assign a higher review priority to the topical report if it were associated with a plant specific modification, it was noted that in order to complete the review of the topical report, the staff would conduct an audit of the design I

documentation at the Siemens facility in Germany where the design is developed.

As agreed to at the meeting, the staff is providing Siemens with a copy of the following documents: EPRI COTS document, updated Standard Review Plan Chapter 7, EPRI EMI topical report TR-102323 and corresponding staff safety evaluation, the STAR system j

safety evaluation report, and six draft regulatory guides which endorse specified IEEE software standards.
