SUBJECT:
NRC INSPECTION REPORT 50-373/374/96019(DRS) AND NOTICE OF
VIOLATION
Dear Mr. Subalusky:
On February 3,1997, the NRC completed an inspection at your LaSalle facility. The
enclosed report presents the results of that inspection. The inspection included a review
of the authorized activities for your LaSalle 2 Nuclear Power Station. The focus of this
inspection was the use of the Nuclear Design Information Transmittals (NDIT) procedure
and its LaSalle Appendix. Based on the results of this inspection, the NRC has determined
that two violations of NRC requirements occurred. These violations are cited in the
enclosed Notice of Violation (Notice) and the circumstances surrounding them are

described in detail in the enclosed inspection report.

The first violation is of concern because the engineering department, from late 1995 until
October 1996, used the NDIT process to facilitate minor modifications rather than the
i
process established by station procedures. The second violation is of concern because the
site appendix to the corporate NDIT procedure had not been reviewed and approved as
!
required by the station's technical specifications. This issue had been previously identified
by your site quality organization; however, our review of the resolution found that it did
not satisfy the plant's technical specifications.
You are required to respond to this letter and should follow the instructions specified in the
,

enclosed Notice when preparing your response. In addition, in your response to the first
violation, identify any other inappropriate uses of the NDIT, such as operability
,
evaluations. After reviewing your response to this Notice, including your proposed
corrective actions and the results of future inspections, the NRC will determine whether
