DOCKETS 50-266 AND 50-301 RESPONSE TO GENERIC LETTER 96-05 PERIODIC VERIFICATION OF DESIGN-BASIS CAPABILITY OF SAFETY-RELATED MOTOR-OPERATED VALVES POINT BEACH NUCLEAR PLANT. UNITS 1 AND 2 Generic Letter 96-05, " Periodic Verification of Design-Basis Capability of Safety-Related Motor-Operated Valves," was issued by the NRC on September 18,1996. The Generic Letter discussed the periodic verification of the capability of safety-related motor-operated valves to perform their safety functions consistent with the current licensing basis of the nuclear power plant.
Licensees are requested by the NRC in the Generic Letter (GL) to establish a program, or conduct reviews to ensure the effectiveness ofits current program, to verify on a periodic basis that safety-related motor-operated valves (MOVs) continue i
to be capable of performing their safety functions within the current licensing basis of the facility. The program should i
ensure that changes in required performance resulting from degradation (such as those caused by age) can be properly identified and accounted for, Licensees with programs established in response to GL 89-10 are requested to review those programs to determine whether changes are appropriate based on the information contained in GL 96-05. Licensees are required within 60 days to commit to the GL requested actions or provide an alternative course of action and the safety basis for such action. A schedule for completing all actions is also requested.
Wisconsin Electric Power Company commits to perform the requested action. During the NRC close-out inspection of our Generic Letter 89-10 MOV program in July 1995, the NRC accepted our periodic verification program for ensuring safety-related MOVs are capabic of performing their functions within the current licensing basis for the Point Beach Nuclear Plant. We will review and update our existing program based on the information contained in GL 96-05. Additionally, as required, within 180 days of the Generic Leuer, we will provide a description of our periodic verification program to the NRC.
