Dear Mr. Gipson:

This is to inform you that the NRC will perform a system operational performance inspection (SOPI) at the Fermi 2 Nuclear Generating Plant. We have chosen the residual )

heat removal system as the primary focus and safety relief valves (SRVs) as a secondary focus for this SOPl. The inspection will generally follow the guidance of NRC Inspection Procedure 93801," Safety System Functional Inspection," but will focus more on operational performance than a typical safety system functional inspection. The inspection's onsite activities are scheduled for the weeks of January 21-23 (pre-

' inspection), February 3-7 and February 17-21,1997.

The inspection will assess design, operation, maintenance, surveillance, quality assurance, and corrective actions associated with the systems selected. To accomplish these ]

objectives, the SOPl team will review a broad range of information and system activities.

Following the entrance on January 22,1997, the team would appreciate a short systems  !

overview presentation followed by a general plant tour of the control room, available j portions of the SRV system, residual heat removal system, and the emergency diesel generators.
