This review was completed on October 8,1996.
Also included in this review were all Security implementing Procedures, Contingency Plan implementing Procedures, Security Administrative Procedures, Security related Emergency Plan Procedures, and Security related site Administrative Work Instructions. This review was conducted by myself (a licensed Senior Reactor Operator at Prairie Island and a former Operations Instructor) with the assistance of Dave Hutchson and Erv Timmer from the Security Team, Joel Sorensen and Dennis Herling of Operations, Melanie Schoepp from
- Engineering, and Mel Agen from Emergency Planning.
The purpose of the review was to determine if any security procedures or practices have an j
adverse impact on plant or personnel safety, in addition to obvious safety conflicts, other areas where we felt conflicts between safety and security might exist included:
Accessibility into and out of vital areas (with and without power to security equipment)-
The ability to get the SM from the training center to the control room within 10 minutes (with and without power to security equipment)
Emergency plan Fitness for Duty checks -
Impact of the newly installed VBS system -
Impact of the soon to be installed OCA Gate Upgrades e
No areas of concern were identified. One enhancement was made, in that we relocated the key to free wheel the entry turnstile from the key locker in CAS to a " break glass in case of emergency" box located in PCR to help expedite the SM (or other Emergency Personnel) into the plant in the unlikely event of a Security system power failure.
