2. NRC Generic Letter 89-10 dated June 28,1989," Safety-Related Motor-Operated Valve Testing and Surveillance"
3. NRC Generic Letter 95-07 dated August 17,1995," Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves" This submittal provides the Nebraska Public Power District's (District's) 60 day response to NRC Generic Letter (GL) 96-05 (Reference 1).

The GL requires each addressee to indicate in the 60 day response:

1) whether or not the actions requested will be implemented, and
2) if the requested actions are to be taken, a schedule for their completion.

Accordingly, the District will establish within 180 days of the date of GL 96-05 a program to verify on a periodic basis that safety-related MOVs continue to be capable of performing their safety functions within the current licensing bases for Cooper Nuclear Station (CNS).

The program will be designed to ensure that changes in required performance resulting from degradation (such as those caused by age) will be properly identified and accounted for when assessing capability.

The program scope will be consistent with that established by Generic Letter 89-10 1

(Reference 2) and Generic Letter 95-07 (Reference 3). More specifically, the program scope will:

i include the safety-related MOV functions required to respond to events as described in the CNS Updated Safety Analysis Repcrt (USAR), and

)

exclude conditions such as EOP support functions, recovery from valve mis-positioning, and operation during surveillance testing, if said conditions differ from those expected during performance of the intended safety function of the valve.
