I On September 18,1996 the NRC issued Generic Letter 96-05 (GL 96-05), " Periodic s

Verification of Design-Basis Capability of Safety-Related Motor-Operated Valves". GL

).

96-05 provides further guidance relative to the periodic testing of motor-operated valves beyond that which was contained in GL 89-10. The generic letter requests licensees "to establish a program, or to ensure the effectiveness ofits current program, to verify on a periodic basis that safety-related MOVs continue to be capable of performing their safety functions within the current licensing bases of the facility". The generic letter requires

-l licensees to respond within 60 days regarding their intentions relative to the implementation of the requested actions outlined in this letter.

Georgia Power Company (GPC) will review the VEGP MOV periodic verification program, which was established in conjunction with the GL 89-10 program, to ensure that 4

it adequately addresses the recommendations contained in GL 96-05. In addition, GPC will submit a summary description of the VEGP MOV periodic verification program to the NRC within 180 days of the date of the generic letter, complete with a schedule for

. implementing any revisions which are identified as a result of this review.

-letter LCV-0136-K dated January 31,- 1996. This submittal provided a detailed description of the program undertaken to implement the recommendations contained in GL 89-10, and outlined the basis forjustifying that each of the valves included in the program is capable of performing its design-basis function. The objective of submitting this report was to provide a basis for reaching formal closure of the VEGP GL 89-10 l

program. It is GPC's understanding that the NRC is currently reviewing LCV-0136-K, l

and that the closure of the VEGP GL 89-10 program is contingent upon the completion of -

this review. Certain recommendations identified in GL 96-05 are closely associated with L

various aspects of the VEGP GL 89-10 program. In order to address GL 96-05 within the

]

l allotted schedule, GPC will assume that the program outlined in the VEGP GL 89-10 l

response is acceptable, and proceed with the implementation of the recommendations contained in GL 96-05 accordingly.
