Dear Mr. Denton:

We request the following changes to the University of California reactor license R-71:

1. Delete paragraphs 2.B.(2), 2.C.(1), and 2.C.(3).

2. Modify paragraph 2.C by removing references to Parts 55, 70 and 73 of 10 CFR Chapter 1.

3. Change ," Amendment 13" to " Amendment'14" in paragraph 2.C.(2).

Paragraphis 2.B.(2) and 2.C.(3) are no longer relevant as Licensee no longer possesses the 3.6 kg of contained U-235, and the 32 grams of plutoniur.t have been transferred to a State of California license.

Paragraph 2.C.(1) is not appropriate for a non-operating reactor and

, might be interpreted as prohibiting sampling or radiation measurements in the decomissioning process. References to Parts 55, 70 and 73 are no longer applicable.

We' note that a Decommissioning plan is in preparation, and the submission of that Plan will include a request for changes to the Technical )

specifications. The request above includes all anticipated changes to the License. Please be advised.that your prompt approval of this

Page 2 amendment request will facilitate a settlement between the parties to the License renewal proceedings and a termination of those proceedings. We request that you notify us of your action in response to this amendment request by September 16, 1985.
