Dear Mr. Smith:

This report transmits the findings of the initial operator examination conducted by NRC
examiners in the period of January 20 - 24,1997, at the Limerick Generating Station. At
the conclusion of the examination, Mr. D. Florek discussed the examination observations
with Mr. R. Boyce.
Based on the results of the examination, the applicants were generally well prepared for
the examination. Six of seven applicants passed the examination and were subsequently
-
issued licenses. One SRO applicant did not pass the walkthrough portion of the operating
,
examination.
,
The initial licensing examination was prepared by your staff, with NRC oversight, in
accordance with the pilot operator licensing initial examination process. The administered
l
examination was of high quality and was consistent with the NRC Examiner Standards.
l
However, significant changes were required to your staff's proposed sample plan, written
examination and operating examination to ensure that the administered examination was
consistent with the NRC Examiner Standards.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosures will be niaced in the NRC Public Document Room.
