Dear Mr. Zwolinski:

In accordance with above References 2 and 3, please find attached a description of our proposed design to incorporate a back-up isolation valve on the Shutdown Condenser noncondensible gas vent line (Attachment I) and a radiation exposure / cost analysis to implement installation of the subject modification (Attachment II).

Based on a current quotation for the proposed back-up isolation valve and tentative 1986 refueling outage schedule, the possibility exists that the solenoid valve may not be available in time to permit completion of the modification during the 1986 refueling outage. However, every reasonable attempt will be made to improve the delivery of the valve while proceeding on-the balance of the modification workscope. Therefore, as a minimum, we can expect to upgrade the piping system and install the electrical service for the back-up isolation valve during the 1986 refueling outage and if necessary, install and test the back-up isolation valve (time permitting),

during subsequent 1986 refueling planned or unplanned outages.

LAC-11095 ATTACHMENT I Design I. Scope Provide a manual, remotely operated back-up isolation valve on the Shutdown Condenser (SDC) 1" vent line penetration M-19 outside the Containment Vessel in accordance with NUREG-0827 item 4.21.3.2 II. Proposed Design

The present piping arrangement for the SDC 1" vent line, as shown on this attachment page 4, requires upgrade and reclassification due to the installation of a new outboard isolation valve. The proposed design, as shown on page 5 of this attachment, upgrades and reclassifies the piping to plant Class 900-A, and incorporates a new manual, normally open-(de-energized), energize to close, remotely operated solenoid valve located outside of the Containment Vessel upstream of test valve 62-23-050 and valve 55-24-039.-

LAC-11095 ATTACHMENT I Design Upgrade and reclassification of the present portion of the Class 150-A piping from the inlet of valve 62-24-004 and outlet of 62-24-005 up to and including valve 55-24-039 necessitates the replacement of manual valves 62-24-004, 55-24-101,.62-23-050 and 55-24-039 which are Class 600 valves with Class 900 or better valves. The present local pressure gage 62-35-801 and valve 62-28-013 will be removed, since the pressure gage serves no purpose, and the line tap will be capped. The existing piping and penetration can be reclassified without any modification or replacement since the pipe material, schedule, fittings, and method of installation satisfies the requirements of plant piping Class 900-A or.the intended service.

Since the purpose of valve 62-25-C03 is to automatically vent noncondensible gases from the SDC at. the onset of SDC operation, it is essential that vent flow path be open downstream of valve 62-25-003 during normal operation. The new remote backup' isolation valve will therefore be a normally open (de-energized), fail open, electric solenoid valve of suitable temperature-pressure rating for the service conditions. 1. Improve the plants ability to remotely isolate the SDC 1" vent line in the event the inboard isolation valve does not close or an internal line break occurs,
2. fulfill the requirements as stated in NUREG-0827.

LAC-11095 ATTACHMENT II Radiation Exposure / Cost Analysis

Subject:

The following provides an analysis of the expected radiation exposure and cost to perform the subject modification to the 1" SDC vent line as described in Attachment I.

I. Radiation Exposure Analysis Performance of the subject modifications required that the plant be shutdown. Thus, it is planned that the modifications will be performed during a refueling outage which will minimize the exposure of personnel.

Is is estimated that the total exposure of all personnel necessary to perform the modifications will be 3 manrem or less.
