Annual Environmental Operating Report for Facility Licenses NPF-37 and 66

Dear Mr. Miller:

Byron is submitting the Annual Environmental Operating Report as required by the Operating License, Appendix B, Section 5.4 for Facility Licenses NPF-37 and 66. The period of the report is from January 1,1996 to December 31,199'i 0

The report was reviewed against the objectives of the Environmente: Preta~ ion Plan as stated in Section 1.0, Appendix B to the Operating License, and it has been determined that these objectives are being met.

There were no noncompliances to the Environmental Protection Plan; therefore, no corrective actions were required by Appendix B, Section 5.4,1(1). There were no changes in station design operation, or tests and experiments which involved a potentially significant unreviewed environmental question as defined in Section 3.1. Comed plans to install a floating ice / debris boom in the Rock River at the intake. The modification was reviewed by several agencies, and the Army Corps of Engineers issued a permit in November 1996 to -

install the boom. There were no non-routine reports submitted per Section 5.4.2.

Commonwealth Edison received no noise complaints during 1996. The aerial photographic monitoring program, described in Section 4.2.1 was completed in 1993. The confirmatory sound survey requirements, described in Section 4.2.2.a., were completed in 1988.
