FORT CALHOUN STATION, UNIT NO. 1 - REQUEST FOR RELIEF FROM MODIFYING PIPE SUPPORTS SIS-63/65, SIH-3, AND RCH-13 (TAC N0. M95547)

Dear Mr. Patterson:

By letter dated October 19, 1995, Omaha Public Power District (OPPD) requested i relief from modifying pipe supports SIS-63/65 (snubber), SIH-3 and RCH-13 (pipe hangers). The relief request was based on guidance provided in NRC Inspection and Enforcement Bulletin (IEB) No. 79-14, Supplement 2, " Seismic Analysis for As-built Safety Related Piping Systems," dated September 7, 1979.

By letter dated September 18, 1996, OPPD responded to the staff's request for additional information (RAI) dated September 10, 1996. The response was needed to correct errors in the initial submittal and provide an adequate technical basis to support the requested actinn.

As detailed in the enclosed safety evaluation, the staff concludes that the licensee's request for relief from modifying pipe supports SIH-3 and RCH-13 is granted. However, the request for relief for pipe supports SIH-63 and SIH-65 is denied,-and the modification must be performed no later than the 1998 refueling outage.
