By letter dated December 23,1996 (2CAN129610), Entergy Operations submitted changes to the Arkansas Nuclear One, Unit 2 Technical Speci6 cation (TS) Bases enabling on-line testing of selected snubbers. In a subsequent conversation, the NRC Staff requested clarification be added concerning the phrase "Once each refueling shutdown" as indicated in the specificatior..
Attached is the revised TS Bases page which adds an additional sentence to clarify this phrase as a definition of the frequency of functional testing rather than a plant operational mode required for the testing. Additionally, the 18 month interval length previously specified in the basesis being retained.
As these are changes to the Bases of the Technical Specifications, a "No Significant Hazards Determination" is not required. A review of the changes in accordance with 10 CFR 50.59 has concluded that no unreviewed safety question exists. Should you have any further questions, please contact me.
