Beco Ltr. # 2.96.092 Response to NRC Bulletin 96-03, dated November 1,1996 In the referenced letter, Boston Edison addressed strainer clogging issues associated with NRC Bulletin 96-03 as it relates to Pilgrim Station's emergency core cooling system (ECCS) pump.
suction strainers. That letter outlined our plan to install larger strainers during refueling outage (RFO#11).
This letter provides supplementary information updating our intent regarding NRC Bulletin 96-03 and related modifications during RFO#11 (February 1997).
Pilgrim Station will install new ECCS suction strainers in RFO#11 to increase design margin relative to our existing licensing basis for debris generation (reference Reg. Guide 1.82 Rev.1).
The new strainers will be installed per our design change process under 10CFR50.59 since the modification represents a design change improvement within our current licensing basis.
f This modification may represent Pilgrim Station's final resolution of Bulletin 96-03, but this cannot be determined until the Utility Resolution Guidance (URG) is formally approved by the NRC. We will address final resolution of Bulletin 96-03 in a separate correspondence.
