Gentlemen:
Generic Letter (GL) 96-05 requested licensees to establish a program, or to ensure the effectiveness ofits current program, to verify on a periodic basis that safety-related motor operated valves (MOVs) continue to be capable of performing their safety functions within the current licensing basis of the facility. The program should ensure that changes in the i
required performance resulting from degradation (such as those caused by age) can be properly identified and accounted for.
The GL requested, within 180 days from the date of the letter, or upon notification to the NRC of completion of GL 89-10 (which ever is later), the addressee to submit a written summary description ofits MOV periodic verification program. The GL further requested, within 60 days from the date of the letter, that a written response be provided indicating whether or not the addressee will implement the action (s) requested. It further

If a licensee chooses not to implement the requested action (s), they were to submit a description of any proposed alternative course of action, the schedule for completing the alternate course of action (if applicable), and the safety basis for determining the acceptability of the planned alternate course of action.
In accordance with the actions requested by the subject generic letter, provided herewith is the Entergy Operations 60 day response. This response represents Entergy's position for all four ofits nuclear sites.
Entergy has been coordinating MOV activities via an Entergy Peer Group. This Peer Group was established in 1993 and has been the vehicle that Entergy has used for coordinating GL 89-10 activities between the four nuclear sites. A Periodic Verification Program has been dralled under the purview of this Entergy Peer Group and is currently under review.
The Periodic Verification Program will be fmalized and the details provided to the NRC within the 180 day time frame specified in GL 96-05. The program will be implemented by the first scheduled refueling outage at each unit aller the issuance of the 180 day response except for Arkansas Nuclear One and Waterford 3. Due to the proximity of the Arkansas Nuclear One, Unit 2's 2R12 refueling outage and the Waterford 3 RF8 refueling outage to the due date for the 180 day response, the program will be implemented at those sites 120 days after the completion of their outages.
