50-328 SEQUOYAH NUCLEAR PLANT (SON) - REVISION TO THE TECHNICAL SPECIFICATION (TS) BASES (REVISIONS BR-9 AND BR-10, UNIT 1 AND BR-10 AND BR-11, UNIT 2)

The purpose of this letter is to inform NRC of changes that TVA has incorporated into the Bases section of the Units 1 and 2 TSs. Specifically, the first Bases revision for each unit adds information that clarifies the placing of a channel in trip for the Reactor Trip and Engineered Safety Feature Instrumentation Systems solely to perform testing as not requiring the channel to be declared inoperable. This position is only valid if there are no other conditions known that would indicate that the channelis inoperable.

The second Bases change revises the reservoir level assumed for balancing Essential Raw Water Cooling (ERCW) loads. TVA has performed a more accurate analysis that shows the reservoir level to be higher after postulated lake transients than previously assumed. This change indicates that a higher suction head is available to the ERCW pumps that can be used to support balancing of the system. The enclosure provides the revised Bases pages affected by these revisions.
