Pilarim Third Ten-Year Inservice inspection (ISI) Proaram (BECo Letter No.95-091, dated September 1,1995)

Boston Edison Company hereby withdraws the Pilgrim Relief Request (PRR) - 7 from the Third Ten-Year ISI Program. The attachment to this letter provides our bases for the withdrawal. As such, we request the NRC issue the Pilgrim Third Ten-Year ISI Program Safety Evaluation Report without consideration of PRR-7.

j ATTACHMENT Bases for Withdrawal of PRR - 7 from the Third Ten-Year ISI Prooram

BACKGROUND:

During our telephone calls in September 1996 regarding Pilgrim's Third Ten-Year ISI Program, the NRC indicated PRR-7 would not be necessary based upon the 4

requirements of ASME Section XI, Subarticle IWC-1222. We agree with the NRC pocition.

We hereby withdraw PRR-7 and provide the following bases for the withdrawal.

1 TECHNICAL BASES:

The 1989 edition of the ASME Section XI code ~ Subarticle IWC-2500 provides i~

examination and pressure test requirements for class 2 piping. Subarticle IWC-1220 provides the scope of. components exempt from the volumetric and surface examination requirements of IWC-2500. Subarticle IWC-1222 allows certain code l

class 2 piping to be exempted from non-destructive examination requirements for -

systems other than residual heat removal, emergency. core cooling, or containment heat removal. This exemption applies to the containment atmospheric control system (CACS) piping segments listed in the table below because CACS is not a containment l

or residual heat removal system nor is it an emergency core cooling system.

4-l CACS piping segments from the open-ended containment penetrations out to the first l

isolation valves listed in the table below are exempt from non-destructive examination

- i as allowed by paragraph IWC-1222(d) of the code. This paragraph exempts piping that

-i does not contain water during normal operation beyond the last shutoff valve in open-ended portions of systems.

i i

2 Paragraph IWC-1222(c) exempts non-destructive examination of piping that operates when the system function is required at pressure and temperature conditions not more than 275 psig and 200 F, respectively. CACS normal design operating conditions for i

the pipe segments between the first and second isolation valves are 1 psig and 50 F in accordance with BECo Specification No. M300. Therefore, PRR-7 is not required due to the application of exemptions allowed by Subarticle IWC-1220.
