SEWER SLUDGE SAMPLE ANALYSIS (TAC No. L30794)

Dear Mr. Maas:

This letter is to confirm the closure of an issue concerning your sampling of sludge from the Richland municipal wastewater treatment plant. This issue arose as a result of an inspection by NRC Region IV in July 1994, during which the inspector collected a duplicate sludge sample for uranium analysis by an NRC contract laboratory and comparison with your sample results. The contract laboratory results were significantly different from yours, because the contract laboratory reported the uranium concentrations on a dry weight basis, while you reported your results on a wet weight basis. When your results were adjusted for moisture content, the results were comparable with the contract laboratory's results.

As has been documented to you in inspection reports from NRC Region IV and in Section 5.2.3 of your renewed license, NRC has concluded that it is acceptable for you to analyze sludge samples for uranium and moisture content and to report the results on a wet-weight basis, and that the action levels established in your license are appropriate for analyses performed on sludge as it leaves the treatment plant.
