Seabrook Station Resoonse to NRC Generic Letter 96-05 North Atlantic Energy Service Corporation (North Atlantic) provides the response to Generic Letter (GL) 96-05, " Periodic Verification of Design-Basis Capability of Safety-Related Motor-Operated Valves".
The NRC requested that licensees establish a program, or ensure the effectiveness ofits current program, s
to verify on a periodic basis that safety-related MOVs continue to be capable of performing their safety -
functions within the current licensing bases of the facility. The GL requests that licensees submit a letter i.
within 60 days of the date of the GL (i.e. November 15,1996) indicating whether the requested actions
}
of the GL will be implemented and provide a schedule for implementation. Within 180 days of the GL, E
(ie. March 17, 1997) the licensee must submit a written summary description of the MOV verification program that has been established.
This letter is to inform the NRC that North Atlantic will establish a program to meet the intent of the GL.

The program will verify, on a periodic basis, that the GL 89-10 MOVs will continue to be capable of
- performing their design function within the current licensing basis. North Atlantic will provide a written summary description of the GL 96-05 MOV periodic verification program by March 17,1997 and will 4
implement the program by the end of refueling outage ORO6, which is estimated to be spring of 1999.
In the interim, periodic testing and verification of design basis capability of North Atlantic's MOVs will continue to be in accordance with the present GL 89-10 program.
