NRC REGION I VISIT ON DECEMBER 4,1996
Dear Mr. Rosen:
As Anthony Dimitriadis of my staff discussed with you on December 4,1996, the Nuclear Regulatory Commission (NRC) has been reviewing records to ensure that facilities, where activities were authorized by Atomic Energy Commission (AEC) and NRC licenses that have l been terminated, are suitable for release for unrestricted use in accordance with curre~nt NRC guidelines. As you may be aware, the NRC and its predecessor, the AEC, issue licenses that authorize the use of various radioactive materials. 1 1 A contractor for the NRC, Oak Ridge National Laboratory (ORNL), initially reviewed each i terminated license file and scored it according to a system designed to identify facilities j that require additional review by the NRC staff. In general, files that indicate that i i radioactive material may have been used at particular facilities, but do not include adequate final survey records for those facilities, are identified for our additional review. The review by ORNL identified License No. SNM-00336 issued to the University of Pittsburgh as a file describing a site that requires additional review. The NRC Region I staff reviewed this file and determined that additional action was necessary since the information in the file did not provide sufficient detail to conclude that a room in Parran Hall, at the University of l Pittsburgh, Pittsburgh, Pennsylvania, meets current guidelines for unrestricted release. i On December 4,1996, Anthony Dimitriadis of this office met with you to discuss the initial findings of the license review and licensed material use at the University of Pittsburgh, to 4 determine whether radioactive contamination exists at the facility as a result of activities I) previously authorized by this license. Prior to meeting with you, the inspector reviewed the file and contacted you to acquire specific information regarding radioisotope use at this i facility. The findings of this meeting were discussed with you at the conclusion of the ) i meeting. Rosen University of Pittsburgh i Based on this and the findings of your final surveys conducted on May 16,1984, June 13, 1984 and September 21,1984, the glove box and ventilation ductwork at 518 Parran Hall, i l at the University of Pittsburgh, are suitable for release for unrestricted use. Therefore, we plan no further actions on your property with regard to this license. In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and your final status survey will be placed in the Public Document Room. We will also provide copies to representatives of the Commonwealth of Pennsylvania. No reply to this letter is required. Your cooperation with us is appreciated.
