SUMMARY

OF MEETINGS ON JULY 29 AND JULY 30, 1985 TO O!SCUSS PLANNED OUTAGES AND LICENSING ACTIVITIES The purpose of the meeting on July 29, 1985, was to hear licensee's presentation on outages planned for the fall of 1985 (October 15 - November 20, 1985) and ,

for the first refueling (May 1 - July 31,1986). Enclosure 1 lists the participants in this meeting. Enclosure 2 provides a copy of the MP&L handout

! used for the presentation. Enclosure 3 is a list of plant modifications that are i

currently scheduled for completion in the first refueling and are proposed to be deferred to a later outage. The meeting on July 30, 1985 was held to discuss l status and schedule of Itcensing activities. Enclosure 4 is a list of partici-pants in the July 30 meeting. Enclosure 5 is a copy of the MP&L handout used j in the July 30 meeting.

MP&L has planned plant modifications, surveillance tests, inspections and '

maintenance activities for the next year, including the first refueling outage.

A plant outage section prepares modification work packages, develops outage schedules, and directs the contractors who will make the modifications. A Management Review Board, consisting of the Senior Vice President - Nuclear, Vice President - Nuclear Operations Director Nuclear Engineering and Construction Director - Nuclear Licensing and Safety, and the plant General

' Manager review and approve the scope of work to be perfonned (See Enclosure 2 pages 2 9). The corrplated and scheduled design change packager (DCPs) and the annual operating plan are shown in Enclosure 2 pages 10-16. The completed and scheduled licensing activities are shown in Enclosure 2, pages 17-20 i

In the Fall Outage, 45 design change packages are scheduled for completion, 29 of which are being made to resolve licensing issues (enclosure 2, pages 21 i and 22). In the first refueling outage, 57 design change packages are j

scheduled for completion, 43 of which are the result of commitments made to resolve licensing issues (encInsure 3, pages 23-39),

l The licensee plans to request deferral of nino items past the first refueling l outage (enclosure 2 pages 40-42 and enclosure 3). Six of these items are i

' required by license conditions to be completed pr'or to restart after the first refueling. The request and justification for deferral will be submitted in August or September 1985 i

i MP&L stated it is looking for ways to shorten the 13-week refueling outage j in order to have the plant on line during the month of July when electricity demand is high. An objective of outage planning is to keep design changes

off the critical path. Although this was not possible for the first refueling outage, it is the objective for the second one. MP&L intends to schedule i

engineering far in advance of necessary modifications.

MP&L presented the status of licensing activites as of July 29, 1985, o

l (enclosure 5). Page 1 lists in I.B those licensing actions for which NRC has the action and in I.C those licensing actions for which MP&L has the action. Target dates for these actions are written in parentheses following the items. Regarding item C.2, hydrogen control program analyses, staff observed that the schedule proposed in licensee's June 24, 1985 letter for completing these analyse: (November 15,1985) was later than the proposed startup following the first refueling (August 1,1986) and that License Condition 2.C.(33)(d) requires completion prior to startup. Licensee j said the one-quarter scale hydrogen burning scoping tests performed by the Hydrogen Control Owner's Group are scheduled to be completed in August 1985 and then production tests will start for Perry, with Grand Gulf tests scheduled

-i next. A final report is scheduled for August 1986, after 5 months for data reduction and 3 months for meetings with the NRC. Plant specific analyses would then be completed for Grand Gulf. Staff said it plans to respond to the proposed schedule in the MP&L letter of June 24, 1985, and plans to request justification for deferral beyond the first refueling.

Regarding Item C.3, MP&L said it has completed a 10 CFR 50.59 review of tests with recirculation flow in the extended operating domain and is planning some tests in this region. Regarding Item C.8, licensee desires to defer a meeting regarding the first fuel reload until after August 15, 1985.
