The Fort Calhoun Station (FCS) Training and Qualification Plan (T&QP) has been revised to l
reflect a change to the Physical Fitness Qualification Test. In addition, a change was made to better define who was required to pass a physical examination annually, and to explain the requirement and use of individual social security numbers. Administrative changes were made to put the T&QP in the same format as the Site Security Plan and to convert the T&QP from Word Perfect 5.1 to 6.1, which required a change in the fonts.

~O INTRODUCTION This Security Training and Qualification P!an states the measures to be employed by Omaha Public Power District (OPPD) to ensure the Fort Calhoun Station (FCS) Security Force is 3
suitable, trained and qualified. This Plan is presented in a format generally described in

i NUREG-0219, " Content and Review Procedures for a Security Training and Qualification Plan".
i OPPD policy and commitment to the NRC requirements stated in Title 10, Code of Federal l
Regulations, Part 73, Section 73.55(b)(4) and Appendix B are presented in this Plan. This Plan j
outlines the objectives of the FCS security training and qualification program and its approach to

meeting the requirements. The implementing details of the program are contained in FCS security procedures.- FCS security management is responsible for the development, revision,
. implementation and enforcement of these procedures. To assure coordination of efforts between FCS security and operations, these procedures and revisions are reviewed, approved and documented in accordance with Station procedures.

DEFINITIONS The following terms have the definitions indicated for purposes of this Plan. Terms defined in 10CFR73.2 are not repeated here if there is no change to the definition.
1.
CAS Operator - A Nuclear Officer who operates the security system's Central Alarm Station (CAS) equipment.
2.
Contract Security Agency - A contractor organization that may provide' personnel for the Security Force.
3.
Crucial Task - An act or series of acts performed by a Security Force member that produces a product or an achievable result crucial to the implementation of the Site Security or Safeguards Contingency Plans.
4.
Designee - A person or persons authorized to exercise the authority of an incumbent J
position-holder during his absence or in lieu of the exercise of such authority by the incumbent. The incumbent retains the responsibility for the proper exercise of the authority.
5.
Nuclear Officer - A generic term for a member of the Security Force. Nuclear Officer as stated in this plan means that an individual may be an Armed Nuclear Security Officer, Nuclear Watch Officer, or any individual trained and assigned to perform a specific security task.
6.
Nuclear Security Officer-An armed, uniformed member of the Security Force trained and qualified to perform security-related duties, including armed response, at FCS.
7.
Nuclear Watch Officer - An armed or unarmed individual who is trained and qualified to perform security-related duties at FCS.
8.
SAS Operator - A Nuclear Officer who operates the security system's Secondary Alarm Station (SAS) equipment.
9.
Shift Security Supervisor - A member of Security management responsible for coordinating activities within the Security Force and with Station Operations, implementing directives, and reporting problems and discrepancies.
- 10. Shift Security Sergeant - An armed, uniformed member of the Security Force who is assigned appropriate leadership duties and responsibilities to ensure compliance of routine, emergency and contingency procedures. This individual may be assigned to perform other security related duties, which would not affect their ability to respond, and may act in the absence of the Shift Security Supervisor.

1.0 EMPLOYMENT SUITABILITY AND QUALIFICATION i
This Part outlines the suitability, physical, and mental requirements that are met by all members of the FCS Security Force, and outlines documentation and requalification requirements relating to such criteria.
1.1 SUITABILITY CRITERIA 1.1.1 Minimum Requirements Prior to employment, or assignment to the Security organization, an individual shall meet the following suitability criteria:
A.
Educational development - Possess a high school diploma or pass an equivalent performance examination designed to measure basic job-related mathematical, language, and reasoning skills, ability, and j
' knowledge required to perform security job duties.
B.
Felony convictions - Have no felony convictions involving the use of a weapon and no felony convictions that reflect on the individual's reliability.
C.
Prior to employmerd or assignment to the security organization in an -
~
armed capacity, the individual in addition to (A) and (B) above must be 21 years of age or older.
1.1'.2 Trustworthiness and Reliability Determination The trustworthiness and reliability of prospective Nuclear Officers is determined by the new employee selection process, background investigation and criminal records check described in Section 6.2.1 of the Site Security Plan.
1.2 PHYSICAL AND MENTAL QUALIFICATIONS The criteria indicated below are met prior to employment or assignment to the Security Force under a program supervised by the Supervisor - Access Authorization Programs.
1.2.1 Physical Qualifications A.
Minimum Physical Qualifications Prospective Nuclear Officers are given a physical examination by a Page 3 of 19
FCS Security Training and Qualification Plan Revision 511/07/96 licensed physician to determine that they have no physical weaknesses or abnormalities that would adversely affect their performance of i
assigned securityjob duties.
B.
Armed Personnel Physical Qualifications Armed Nuclear Officers meet the following additional physical requirements:
Vision - Distant visual acuity in each eye is correctable to 20/30 (Snellen or equivalent) in the better eye and 20/40 in the other eye with eyeglasses or contact lenses. If uncorrected distance vision is not at least 20/40 in the better eye, an extra pair of corrective lenses is carried.
Near visual acuity, corrected or uncorrected, shall be at least 20/40 in the better eye. Field of vision must be at least 70* horizontal meridian in each eye. Color vision allows at least the ability to distinguish red, green and yellow colors. On-the-job evaluation is used for individuals who exhibit mild color vision defect. Loss of vision in one eye is disqualifying. Glaucoma is' disqualifying unless controlled by acceptable medical or surgical means, provided any such medications do not adversely affect the individuars ability to perform assigned security duties, and provided the visual acuity and field of vision requirements are met. Where corrective eye glasses are required, they are of the safety glass type.
Hearing - An uncorrected hearing loss in the better ear is disqualifying if it is greater than 30 decibels average at 500 Hz,1000 Hz, and 2000 Hz, with no level greater than 40 decibels at any one frequency (by ISO 389, " Standard Reference Zero for the Calibration of Purtone Audiometer" (1975), or by ANSI S3.6 - 1969 (R.1973), " Specifications for Audiometers"). A hearing aid is acceptable to meet the requirement i
provided suitable testing procedures demonstrate equivalent auditory acuity.
Diseases - An established medical history or medical diagnosis of i
epilepsy or diabetes is disqualifying unless there is medical evidence l
that the condition can be controlled with proper medication so that the individual will not lapse into a coma or unconscious state while 4
performing security duties.
Addiction - An established medical history or medical diagnosis of habitual alcoholism or drug addiction is disqualifying unless the individual provides certified documentation of having completed a rehabilitation program which would give a reasonable degree of confidence that he is capable of performing armed duties.

Recovery After incapacitation - Once hired in an armed position, an l
individual who has been incapacitated due to a serious illness, injury, l
disease, or operation which could interfere with the effective performance of armed duties must provide medical evidence of recovery j
and ability to perform such duties prior to reinstatement in an a~rmed

position.
1.2.2 Mental Qualifications 4

A.
Minimum Mental Qualifications Prospective Nuclear Officers must demonstrate throughout the selection, testing, or training processes mental alertness and the i
capability to exercise good judgment, implement instructions, assimilate l
assigned security tasks, and communicate by written, spoken, audible, visible, or other signals required by security duties.
4 B.
Emotional Stability Prospective Nuclear Officers are tested to ensure that they have no emotional instability that would interfere with the effective performance j
of security duties. The determination is made by a licensed psychologist or psychiatrist or other person professionally trained to identify emotional i
instability through a psychological test or eva!uation. The results are i
reported in writing to the Security Services Department. Prior to July 1, 1985, the determination may have been made by a physician.
C.
Drug and Alcohol Abuse Prospective Nuclear Officers are screened for drug and alcohol abuse i
which could impair their ability to perform Security duties. The results j-are reported in writing to the. Security Services Department.
D.
Continual Observation i-l Security supervisory personnel observe Nuclear Officers for indications of emotional instability in the course of performing assigned security j
dutics. Identification of emotional instability by a supervisor is subject to verification by a person professionally trained to identify emotional instability. If no condition that would interfere with the performance of

security duties is detected, the examined individual is permitted to retum to duty.

' Prior to initial armed assignment and within 12 months of the last physical examination, individuals are tested for physical fitness utilizing the test listed in Paragraph 1.3.2. The objective is to determine if they are able to perform strenuous activity that may be required during armed response. The test results are documented and attested to by the Supervisor - Nuclear Security Training,.or designee. The Supervisor - Nuclear Security Training determines whether the ~
performance objectives, conditions and standards have been met and may establish any equivalent performance objective, condition and standard when necessary.
1.3.1 Conditions The following conditions must be met prior to conducting the physical fitness qualification test:
Approval of the Supervisor - Nuclear Security Training, or designee, to conduct the test.
Ability to test to the standards specified in the qualification test.
h 1.3.2 Test The following validated physical performance test consists of three basic ability tests. These tests evaluate static strength, trunk strength, and anaerobic capacity.
A.
The arm lift test measures static strength in the upper body. This test ~is done using a test platform with calibrated load cell. The arm lift passing score is a mean of 50 pounds across three trials.
B.
The leg ergometry test measures anaerobic capacity. This test is conducted on a stationary bicycle. The leg ergometry passing score is 88 revolutions in one minute at a fixed workload.
C.
The crunch test measures abdominal strength. The passing score is a mean of 25 across two trials.
The sit-up test measures abdominal strength. The passing score is twenty in one minute. The sit-up test will only be administered when the licensee physician requires it to be substituted for the crunch test.

l FCS Security Training and Qualification Plan Revision 511/07/96 1.4 CONTRACT SECURITY PERSONNEL Prior to assignment to Security Force duties, personnel from a contract security agency are required to meet the suitability, physical, mental, and physical fitness requirements appropriate to their assigned duties, as indicated in this Plan.
1.5 REQUALIFICATION Nuclear Security Officers must pass a physical examination annually. Armed l
personnel must also meet the vision and hearing requirements specified in Section 1.2.1.B and the physical fitness requirements specified in Section 1.3.
1.6 DOCUMENTATION The results of suitability, physical, mental and physical fitness qualifications and requalifications are documented. These records are retained at FCS after the document has been completed.
PART TWO 2.0 TRAINING AND QUAllFICATION O
This Part outlines the training and qualification program that has been designed to assure that Nuclear Officers are capable of performing their assigned duties during normal and contingency operations. Crucial tasks necessary for implementation of the Site Security and Safeguards Contingency Plans are identified, conditions and standards for each task are specified, and crucial tasks are assigned to the Security Force duty positions that perform them. Crucial tasks associated with firearms training and qualification are listed and defined separately in Part Three, Firearms Training, Qualification and Requalification.
2.1 TRAINING REQUIREMENTS Prior to assignment on the Security Force, each individual is trained to perform crucial tasks associated with the duty position to which he/she will be astigned.
The training program includes an entry level training course for each duty position, a firearms training course, refresher training every 12 months, and on-the-job training to correct observed deficiencies.
2.2 TESTING REQUIREMENTS To become a Nuclear Officer, an individual must qualify by passing a test in every crucial task performed by a given duty position. To remain a Nuclear Officer, an individual must requalify by passing a test in every crucial task performed by a given duty position. Crucial tasks are identified in Section 2.3 and are rnatched to duty positions in Section 2.4. To pass a crucial task test, the individual must demonstrate his/her knowledge, skills, and ability to accomplish the task. An Page 7 of 19

' Crucial tasks may be tested by written, oral, or performance means. When performance means are used, the situation may be simulated but the testing is done under normal working conditions and with the normal required equipment for that particular post. No testing will be done under the following conditions:

Any condition / situation that the Supervisor - Nuclear Security Training stipulates.
The Supervisor - Nuclear Security Training, or designee, has the final approval as to whether an individual has passed or failed, the equivalency of any training item, the necessity for any retraining, and when tasks can be performed.
O 2.3 CRUCIAL TASKS Each crucial task is set out below sequentially by crucial task number. The task title is followed by the conditions under which it is performed and the standards that must be met for qualification.
2.3.1 Crucial Task 1 - Inspect Security Personnel and Equipment CONDITIONS:
Provide a Nuclear Officer prepared for shift assignment, conduct a visual inspection to insure fitness for duty and appearance standards are met and that the officer has all assigned equipment.
STANDARDS:
Perform a visual inspection of the Nuclear Officers prior to or during shift assignment to ensure that they are fit for duty, that personal appearance standards are met, and that all items of uniform and assigned equipment are present, serviceable, and worn properly in accordance with procedures and instructions.

4 STANDARDS-Prepare for search and use the portal metal detector to conduct a search, respond to any alarm indications as required, and react to the discovery of contraband in accordance with security procedures.
2.3.4 Crucial Task 4 - Use a Portal Explosives Detector CONDITIONS:
Given an operational (tested and calibrated) portal-explosives detector, an individual carrying concealed simulated explosives, and the requirement to search the individual prior.to entry into the Protected Area.
STANDARDS:
Prepare for search and use the portal explosives detector to conduct a search, respond to any alarm indications as required, and react to the discovery of contraband in accordance with security procedures.
2.3.5 Crucial Task 5 - Conduct Hands-on Search of Personnel CONDITIONS:
Given an individual carrying contraband and the requirement to search the individual prior to entry into the Protected Area.
STANDARDS:
Conduct a hands-on search and respond to any suspicious objects and to contraband in accordance with security procedures.

Given an X-ray search machine, packages for delivery to the Protected Area, a simulated bomb or weapon concealed in one package, and the requirement to search the packages for contraband.
STANDARDS:
Use the X-ray search device to search the packages for suspicious objects, detect the simulated bomb or weapon, and respond to the contraband as required by security procedures.
2.3.7 Crucial Task 7 - Conduct Physical Search of Material CONDITIONS:
Given packages for delivery to the Protected Area, a simulated bomb or weapon concealed in one package, and the requirement to physically search the packages for contraband.
STANDARDS:
Conduct a visual inspection in accordance with security procedures, identify any material exempt from search, and respond to the contraband as required by security procedures.
2.3.8 Crucial Task 8 - Process Individuals and issue Badges and Key Cards CONDITIONS:
Given a position in a Security Work Area, assigned equipment, individuals requesting access to the Protected Area, and the requirement to process individuals for entry into the Protected Area.
STANDARDS:
For each individual, verify identification and access authorization and complete any visitor processing requirements prior to issuance of the correct badge and key card in accordance with security procedures.
2.3.9 Crucial Task 9 - Control Protected Area Personnel Portals CONDITIONS:
Given a position in a Security Work Area and the -
requirement to monitor and control pedestrian ingress and egress.
STANDARDS:
Observe individuals being searched and processed for ingress and deny access to the Protected Area via remote switch when required. Recover badges and key cards prior to allowing individuals to egress.

Given an area to search, a hidden simulated bomb, and the requirement to recognize, assess and report any.

Given a simulated situation involving location of a perpetrator of a crime for which an arrest is authorized, and the requirement to arrest the individual.
STANDARDS:
Determine if probable cause exists for arrest; if so, use force as necessary and permitted by security procedures to arrest and search the individual, complying with all legal requirements.
2.3.24 Crucial Task 24 - Use a Baton CONDITIONS:
Given a baton, a simulated assailant, and the requirement to perform a series of defensive maneuvers in a situation requiring submission of an assallant.

2.4 TASK AND DUTY POSITION
SUMMARY
The matrix that follows cross-references all crucial tasks to duty positions on the Security Force, indicating which positions must be qualified to perform the indicated tasks.
The list of duty positions in the matrix represents normal operations. From time to time special duty positions, as described in security procedures, may be required for unusual circumstances such as major maintenance, refueling outage, and construction. Individuals assigned to these special positions meet the requirements in Part One and are trained and qualified in the crucial tasks associated with the special duty position.

X 2.5 QUALIFICATION Prior to shift assignment, Nuclear Officer candirhtes must successfully demonstrate performance of all crucial tasks to specified standards associated with their assigned duty position to the satisfaction of the Supervisor - Nuclear Security Training, or other security supervisor, who attests to qualification.
2.6 REQUALIFICATION

Nuclear Officers are tested every 12 months to perform assigned crucial tasks in accordance with this Plan. Requalification testing may be accomplished by l
on-the-job performance of crucial tasks, when performed to the standards specified for the task. Tasks must be performed to the satisfaction of the Supervisor -
Nuclear Security Training, or other security supervisor, who attests to requalification.
2.7 CONTRACT PERSONNEL Contract Nuclear Officers are trained and qualified in accordance with this Plan.
The adequacy of any portions of the training and qualification program conducted by a contract security agency are verified by GPPD audit and certification.
2.8 INDIVIDUAL CERTIFICATION RECORDS The duty certification record for each Nuclear Officer documents his/her qualification or requalification and is available on site while current and for at least three years thereafter. Each record contains certification that the individual has successfully performed all crucial tasks associated with his/her duty position and, for each crucial task, the date of successful performance and the signature of the h examiner.

Initial training and requalification shall be recorded in a computer mainframe database. This training, which is required to be maintained by 10CFR73, Appendix B, Part ll B and Part II E, will be keyed off each individual's social security numt.er, name or other identifier. Maintaining the database in this manner allows a training record to be generated for any~ Security Force trainee or member.
2.9 TEST MATERIALS 1
i Samples of tests utilized to evaluate'the Nuclear Officers for each crucial task are available at the site while current and for a period of three years thereafter.
PART THREE 3.0 FIREARMS TRAINING, QUALIFICATION, AND REQUALIFICATION 3.1 FIREARMS TRAINING AND RETRAINING Prior to assignment of armed security duties, Nuclear Officers will be trained in firearms capabilities, care and use. Retraining will be conducted every 12 months.
3.2 FIREARMS QUALIFICATION 3.2.1 Written Test Each candidate for an armed position will take a written test of his/her firearms knowledge and achieve a score of at least 70%. The test will cover the following areas:
