SUMMARY

OF JUNE 1985 CASELOAD MANAGEMENT TEAfl VISIT TO HOPE CREEK On June 26 and 27, 1985, members of the Hope Creek Caseload Management Team (CMT) visited Lope Creek. The purpose of the CMT visit was to assess the status of construction completion and preoperational testing at the facil ity. With the information obtained from the visit, the staff sought to develop a projected fuel load date for the facility. The CMT was composed cf both NRC Headquarters and NRC Region I personnel.

CMT members are indicated on Enclosure 1 of this meeting summary.

On June 26, the applicant made an all-day presentation on the status of construction completion and preoperational testing. Attendees are identified in Enclosure 1 to this meeting summary. The content of this presentation was defined in the staff's letter of May 16,1985 (W. Butler, NRC to R. Mittl, PSE&G). The text accompanying the presentation is included as Enclosure 2 to this meeting summary. Highlights of the presentation included:

construction is greater than 98% complete 153 of 200 systems have been turned over 24 systems have completed preoperational testing no major procurements are outstanding there are approximately 2600 workers onsite completion rates for large and small pipe hangers are 99% and 98%

respectively identification of four critical paths:

- completion of NSSS preoperational tests

- receipt of equipment and construction completion of radiaticn monitoring system

- construction completion and turnover of HVAC systems

- construction completion and turnover of solid and liquio radwaste systems.

PSE&G has 29 Senior Reactor Operator (SR0) candidates to fill 20 SRO positions and 16 Reactor Operator (RO) candidates to fill 15 R0 positions On the morning of June 27, members of the CMT toured the Hope Creek facility.

- refueling floor DWagner EHylton During the site tour, the CMT observed ccnstruction activities and noted the degree of construction conpletion. The TIPS room was one area observed in which a significant amount of construction was still taking place.

In the afternoon of June 27, the CMT niet with the applicant to discuss observations from the site tour of that morning and the presentation of June

26. CMT observations included:

- a number of graphs within the presentation notes (Enclosure 2) indicate, by virture of their increasing slopes, the applicant plans to complete preoperational tests, systens and turncvers at a rate higher than that which has been experienced to date.

Pages 8.10, 8.25, and 13.2 of to this meeting sunr.1ary are obvious examples.

- the applicant's fuel load date of December 1,1985, does not include contingencies for problems encountered up to this date.

- there are a number of licensing issues which will require much PSE8G effort to satisfy both the technical and schedular requirements. An.

example includes SER Open items 5 - Solid State Logic Module, and how they are affected by Electrcmagnetic Interference.

- the applicant was reminded that the NRC Resident Inspector requiares 60 days to review Preoperational Test Procedures. These procedures may be implemented without his review and approval, but they are done so at the applicant's risk.

Based on the CMT visit to Hope Creek, the staff believes that the applicant's December 1,1985 fuel load schedule may be overly optimistic.

In accordance with staff policy, since the staff believes the applicant's actual fuel load date will be within 6 months of its scheduled date, i.e., December 1985, the staff will continue to work to complete the Hope Creek licensing activities in accordance with the applicant's scheduled fuel load date.
