INSPECTION REPORT NO. 50-440/96010(DRS)

Dear Mr. Myers:

This refers to the inspection conducted by Messrs. J. L. Belanger and G. L. Pirtle of this

office on September 23-27,1996, of activities authorized for your Perry Nuclear Power

Plant, Unit 1, facility. The focus of this inspection was implementation of your Access

Authorization program. At the conclusion of the inspection, the findings were discussed

with those members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within these areas, the

inspection consisted of selective examinations of procedures, representative records and

interviews with personnel.

No violations of NRC requirements were identified during the course of this inspection, and

within the scope of this inspection the Access Authorization Program adequately met the

regulatory requirements of 10 CFR 73.56. Program strengths and weaknesses were noted'

and are addressed in the Report Details. Inspection results identified a considerable level

- of decentralization in the implementation and control of your access authorization program.

Significant program responsibilities are vested in your self-screening contractors and

different licensee organizations. While this approach meets regulatory requirements,

excellent communication and overview are necessary to continue to implement the

program in a successful manner.
