Millstone Nuclear Power Station, Unit No. 1 Proposed Revision to Technical Specifications Reload 10/ Cycle 11 Pursuant to 10CFR50.90, Northeast Nuclear Energy Company (NNECO) hereby proposes to amend its Operating License DPR-21, by incorporating the attached proposed change into the Millstone Unit No. 1 Technical Specifications.

The proposed technical specification revisions are provided as Attachment 1. These proposed changes, which provide changes to the MCPR operating limits and MALPLHGR curves for Cycle 10 and provide for corrections of typographical errors in the existing Technical Specifications, are required for the upcoming refueling outage.

The refueled core is described in Attachment 2, " Supplemental Reload Licensing Submittal for Millstone Unit No. I reload 10",23A4696, dated August,1985. The new reload fuel consists of 200 General Electric type GE-7B gel assemblies which have been previously described to the Staff The proposed changes in Attachment No.1 provide the MAPLHGR curves and MCPR values which have been. revised to reflect the addition of the new reload fuel into the core. These proposed changes reflect the new values. Also contained in Attachment No. 1 are proposed changes which provide typographical error corrections, clarifications, and reference updates. These administrative type changes are provided to fulfill understandings reached during the

.past cycle to clarify such items as ,the presence of hafnium in the new General Electric control blades and the procedure for the use of dunking chambers during fuel loading following a full core B300 M h 5 P

f n NNECO has reviewed the attached proposed changes pursuant to 10CFR50.59 and has determined that they do not constitute an unreviewed safety question. Specifically,the margins of safety as defined in the Technical Specification Bases are maintained. In addition, the probability of occurrence or the consequences of previously analyzed accidents have not been increased and the possibilty for a new type of accident not previously evaluated has not been created. The new MAPLHGR curves and MCPR values accurately reflect the new core conditions associated with this refueling and ensure that safety analysis assumptions will be met.

The remaining proposed changes correct and clarify the Technical Specifications in an administrative manner as described in the section by section discussion of the changes found in Attachment No. 3.

NNECO has reviewed the proposed changes in accordance with 10CFR50.92, and has concluded that they do not involve a significant hazards consideration. The basis for this conclusion is that the criteria of 10CFR50.92(c) are not compromised,a conclusion which is supported by our determinations made pursuant to 10CFR50.59. Additionally the Commission has provided guidance concerning the application of standards in 10CFR50.92 by providing certain examples (48FR14870, April 6,1983). The proposed changes to correct existing typographical errors and provide clarification fall within the envelope of example (i) of actions not likely to involve a significant hazards consideration. Example (i) involves a purely administrative change to Technical Specifications; for example, a change to achieve consistency throughout the Technical Specifications, correction of an error or change to nomenclature.

The proposed changes providing typographical corrections and clarifications are administrative by nature and in no way affect the safety of the plant. The proposed changes to the operating limits for MCPR's for Cycle 10 and the revised curves for MAPLHGR versus Planar Average Exposure fall within the envelope of example (iii) in that they involve a change resulting from a nuclear reactor core reloading and no fuel assemblies are involved which are significantly different from those found previously acceptable to the NRC for a previous core at Millstone Unit No. 1. No significant changes have been made to the acceptance criteria for the technical specifications, and the analytical methods used to demonstrate conformance with the technical specifications and regulations are not significantly changed from.those which the NRC has previously found to be acceptable.

The Millstone Unit No. 1 Nuclear Review Board has reviewed and approved the attached proposed revision and has concurred with the above determinations.
