Yourreduestwas referred to me in accordance with Section 2.206 of Title 10 of the Code of Federal Reaulations (10 CFR 2.206).

In your Petition, you request that the Nuclear Regulatory Commission (NRC) institute sanctions against your department manager, your'first-line l
supervisor, and two co-workers for engaging in deliberate misconduct in l
violation of 10 CFR 50.5.
You also assert that the NRC "needs to conduct an investigation" into violations of the procedure for the control and calibration of measuring and test equipment (M&TE) and to audit the Millstone Unit I maintenance department M&TE folders to reveal widespread problems regarding noncompliance with this procedure. As grounds for this request, you~
describe several examples of what you allege were 4olations of Procedure l
WC-8, which requires that M&TE be signed out from and returned to a custodian.
The NRC acknowledged receipt of your Petition by letter dated February 23, 1995.

has been granted in part and denied in part. A copy of the Decision will be filed with the Secretary of the Commission for the Commission to review in accordance with 10 CFR 2.206(c). As provided by this regulation, the Decision will constitute the final action of the Commission 25 days after the date of issuance of the Decision unless the Commission, on its own motion, institutes i
a review of the Decision within that time.
I have also enclosed a copy of the notice of " Issuance of Director's Decision Under 10 CFR 2.206," which includes l
the complete text of Director's Decision DD-97-04, which is being filed with the Office of the Federal Register for publication.
