Interagency Agreement NRC-03-85-057 Entitled " Calibration of Site Analysis Branch Economic Impacts of~ Accidents" Pursuant to the Economy Act of 1932, as amended 31 U.S.C. 686, the U.S.

Nuclear Regulatory Commission (NRC) desires to enter into an agreement whemby the U.S. Bureau of Economic Analysis (BEA), Department of Comerce, would provide services for the project entitled " Calibration of Site Analysis Branch Economic Impacts of Accidents."

Accordingly, the parties hereto mutually agree to the following tems of this agreement:

Article I - Statement of Work The Bureau of Economic Analysis will provide services to the Nuclear Regulatory Commission as set forth in the attached Statement of Work.

Article II - Period of Performance The period of perfomance for the work required hereunder shall commence as of the effective date of acceptance of this agreement and shall continue through March 31, 1986.

Article III - Estimate of Cost and Obligation of Funds A.

The estimated cost to the.NRC of the work to be performed under this agreement is $50,000.

The amount presently obligated by the NRC for the performance of work under this agreement for fiscal year 1985 is $40,000.

The remaining funds ($10,000) will be obligated by unilateral modification to this agreement based on the availability of fiscal year 1986 funding.

Title:

Calibration of Site Analysis Branch Regional Economic Impacts Model of Accidents

Background

Under two previous contracts (FIN fB8044 & fB8678) the Bureau of Economic Analysis (BEA) has adapted its RIMS II (Regional Input-Output Modeling System) to estimate the off-site economic impacts of postulated nuclear power plant accidents. Considerable advancements have been made in lowering costs and in providing greater flexibility in the geographical and industrial level of detail at which the model can be run.

Experience gained in using RIMS II output in casework has led the Site Analysis Branch (SAB) to begin developing a simplified more aggregate model for in-house use for risk consequence analysis. Calibration and validation of the SAB model requires BEA to produce RIMS II economic impact estimates for two nuclear power plant sites. The SAB model will use a regional economic data base supplied by BEA.

Objective The objective of this project is to calibrate and validate the "in-house" regional economic impact SAB model being developed within SAB by comparing estimates for this mode' for those of RIMS II for two sites, and to obtain appropriate BEA data to allow staff use of the SAB model for approximately 80 nuclear power plant sites.

WORK REQU:REMENTS Task 1:

Regional economic data base September 15, 1985 RIMS II impact estimates October 31, 1985 Available for consultation through tiarch 31, 1986 Within two months of the beginning of this contract BEA and the Nuclear Regulatory Commission (NRC) through its Site Analysis Branch will jointly identify two nuclear power plants sites for which appropriate CRAC consequence estimates are available'and which are located in regions with significantly different economic structures.

BEA will furnish itRC with a computer tape of regional economic data to run the SAB regional economic impact model by September 15, 1985.

Final data requirements will be negotiated in accordance with BEA regulations concerning the release and use of data.

A report providing detailed output data from RIMS II economic impact estimates for the two sites will be provided by NRC by October 31, 1985. BEA staff will be available to discuss the RIMS II output through March 31, 1986.

Task 2:

Furnish regional economic data files for approximately 80 nuclear power plant sites Estimated level of effort:

Data with documentation March 31, 1986 BEA will furnish with appropriate documentation, regional economic data to run the SAB regional economic impact model for approximately 80 nuclear power plant sites. The required data is expected to be essentially the same as provided under Task 1 with possible minor modifications associated with the final specifications of the SAB regional economic impact model.

REPORTING REQUIREMENTS Required reports and completion dates are specified under the subtasks above.

Monthly Business Letter Report A monthly business letter report will be submitted by the 25th of the month to the NRC Project Manager with copies provided to the Contracting Officer, Director, Division of Engineering, ATTN:

Program Assistant, Branch Chief, Site AnalyL 's Branch and M. Kaltman, NRC.

These reports will identify the title of the project, the FIN, the Principal Investigator, the period of performance, and the reporting period will contain the sections as follows:

Project Status Section 1.

A listing of the efforts completed during the period, milestones reached, or if missed, an explanation provided.

MEETINGS AND TRAVEL Three one day meetings of two people each to Bethesda, Maryland are included in this budget.

NRC FURNISHED MATERIALS' NRC will present documentation of BEA data required to run the SAB regional economic impact model for two sites by August 1,1985.

BEA will be provided with data describing up to five accident scenarios for each of the two plants by August 15, 1985'. Under Task 2, NRC will furnish BEA with documentation specifying. data requirenents for approximately 80 sites no later than December 31, 1935.
