As previously discussed in the referenced call with the NRC, LaSalle County Station is implementing a unitized station management organization. In the process, a number of organizational titles will be changed. The purpose of this letter is to provide documentation of the clarifications discussed during that conference call related to organizational title changes. Three titles require clarification.
1.
Station Manager: The LaSalle Technical Spacifications state that the Station Manager "shall be responsible for overall unit safe operation and shall have control over those onsite activities necessary for safe operation and maintenance of the plant." In the Unitized organization, the equivalent position will be titled Plant General Manager. The j
Technical Specification Station Manager position and Unitized Plant General Manager position are equivalent in that both positions will meet the qualifications defined for " Plant Manager" in Section 4.2.1 of ANSI N18.1," Selection and Training of Nuclear Power Plant Personnel," dated March 8,1971.

Shift Supervisor / Shift Engineer: The LaSalle Technical Specifications state that the Shift Supervisor is responsible for " directing and commanding the overall operation of the f acility on his shift." In the Unitized organization and the current organization, the equivalent position is titled Shift Manager. The Technical Specification Shift Supervisor / Engineer position and Unitized Shift Manager position are equivalent in that both positions will meet the qualifications defined for
" Supervisors Requiring.. Licenses"in Section 4.3.1 of ANSI N18.1,
" Selection and Training of Nuclear Power Plant Personnel," dated March 8,1971. Shift Managers will be assigned to both Unit 1 and Unit 2. These Shift Managers will fulfill the responsibility for directing and commanding the overall operation of their unit on their shift.

Shift Foremen: The LaSalle Technical Specifications requires a Shift Foreman (SRO) to meet minimum shift crew composition and, when necessary, to participate in Station Control Room Engineer (SCRE) tumover to assure capability for performance of all Shift Technical Advisor (STA) functions. in the Unitized and the current organization, the equivalent position is titled Unit Supervisor. The Technical Specification Shift Foreman position and Unitized Unit Supervisor position are equivalent in that both positions will meet the qualifications defined for " Supervisors Requiring... Licenses" in Section 4.3.1 of ANSI N18.1," Selection and Training of Nuclear Power Plant Personnel," dated March 8,1971.

Station Control Room Engineer (SCRE): The LaSalle Technical Specifications require that an individual with a valid SRO be designated to assume the control room direction function while the unit is in operational condition 1,2, or 3 (in operational condition 4 or 5 the individualis required to have either an SRO or RO). The SCRE fulfills this requirement. Also, Unit 1 License Condition C (30)(a) requires that the Shift Technical Advisor (STA) shall be fulfilled by the SCRE who is a designated SRO. In the Unitized and the current organization the control room SRO function is fulfilled by a Unit Supervisor as described in 3 above. The STA function will be fulfilled by a STA qualified person who holds a SRO. The STA will normally be physically located at the Work Control Center Desk. Given that the requirement for a control room SRO will be fulfilled by the Unit Supervisor and the STA function will be fulfilled by a STA qualified individual, the SCRE position and title will be eliminated.
The minimum shift manning (3 SROs during operational modes 1,2 and 3 and 2 SROs during operational modes 4 and 5) will be maintained in the Unitized organization.
I have issued letters to the individuals filling the positions of Plant General Manager, Shift Manager, and Unit Supervisor informing them that their position will have a dual title and that they will fulfill the requisite Technical Specification responsibilities in their positions in the Unitized Organization.

upon implementation of the Unitized organization.
Changes to the Commonwealth Edison (Comed) Quality Assurance Topical Report are required to reflect the Unitized Organization. These changes have been determined not to be a reduction in commitment. A revised report will be sent to the NRC following initiation of the Unitized organization.
A proposed Technical Specification change will be submitted within sixty (60) days of implementing the Unitized organization. This submittal will reflect the changes to clarify the appropriate organizational positions.
