Revision 8 to the FNP Security Personnel Training and Oualifications Plan Ladies and Gentlemen:

In accordance with 10 CFR 50.54(p), Southem Nuclear Operating Company submits Revision 8 to the FNP Security Personnel Training and Qualifications Plan. In accordance with 10 CFR 50.4(b)(4), the signed original and three copies are being sent to the Document Control Desk, and two copies are being sent to the appropriate Regional Office.

Southem Nuclear has reviewed Revision 8 to the FNP Security Personnel Training and Qualifications Plan, and has determined that the revision does not decrease the safeguards effectiveness of the FNP Security Personnel Training and Qualifications Plan. The associated change descriptions and justifications are presented as summaries of similar changes instead of a per-page basis because so many pages were changed in this revision. Attachment I contains the change descriptions and justifications, and the amended Plan pages. provides the insertion instructions for Revision 8.

Please note that Attachment I contains safeguards information, and should be withheld from public disclosure in accordance with 10 CFR 73.21.

CHANGE DESCRIPTION SUMMARIES AND JUSTIFICATIONS 1.

Editorial (numerous): For example, changing page numbers due to the addition of subject material, correcting a reference to a 10 CFR section, moving text to improve understanding, changing gender specific text to non-gender specific, rewording for clarification, and adding personnel titles that were inadvertently left off one page of the responsibility matrix.

2. Task Number 14: Task applies to more than one Protected Area. Also, the SAS operator can perform this task as a back-up for the CAS operator.
3. Task Number 19: Specified testing walk-through type metal detectors. Also, an alternate method of search was added to determine the source of an alarm generated on a walk-through metal detector.

Task Number 20: Included vendor recommendations for testing explosive monitors.

5. Task Number 34: Deleted reference to testing an antiquated light source. This task now covers testing hand-held metal detectors.
6. Task Number 31: Allows challenging of unauthorized personnel in isolation zones by means other than sound powered speakers.
7. Task Number 39: Deleted the requirement to remove / reassemble the shotgun barrel during cleaning because modifications to the currently issued shotguns prevent barrel removal. Also, clarified the task conditions to a!!ow for more realistic training.

Personnel: Newly hired personnel, Watchpersons, Dedicated Observers, or other SNC employees may work in Security positions commensurate with the training they receive. Therefore, many responsibility matrixes have been updated to include these personnel, and recognize their skills and training; tasks are identified for these personnel which must have the capability of summening a SFM if needed; deleted the requirement of a weapon in the tools and equipment of several task conditions for these personnel; and deleted the specification that a CAS Operator, SSF, SNSO, or armed SFM is required for tasks which these personnel can perform.

Training (page 1): Personnel who need a course ofinstruction were added to this Plan to agree with the approved Security Plan.

10. Definition of Annual / Annually: Changed definition in accordance with GL 95-08 and the Security Plan.

I1. Documentation: Changed retention time to be consistent with 10 CFR 50, Appendix B.

12. Qualification Records (section 2.1, paragraph 2): Added an additional person to certify records to provide an alternate verifier.
13. Changed tools and equipment in several task conditions to allow flexibility in communications equipment instead of specifying one form of communications.
