Clarification to Revision 5 of the Fort Calhoun Station (FCS) Security Training and Qualification Plan, Paragraph 1.5 Omaha Public Power District (0 PPD) is submitting this letter to address an NRC concern regarding a change to the FCS Security Training and Qualification Plan (T&QP).
The concern documented in Reference 3 pertains to Paragraph 1.5 of the FCS Security T&QP Revision 5 as submitted in Reference 2.
Paragraph 1.5 in Revision 5 was interpreted, as noted in Reference 3, to no longer require armed nuclear officers to pass a physical (medical) examination required by 10 CFR Part 73, Appendix B, Sections I.B(1)b and I.E.
OPPD did not intend for Paragraph 1.5 to be interpreted in this manner.
To provide clarification, OPPD revised Revision 5 (marked as Change A) to clearly word Paragraph 1.5 that armed nuclear officers and alarm station operators must pass an annual physical examination.
Attachment A contains a new Title Page listing the change, an explanation of the change, and page 7 of 19, which contains Paragraph 1.5.
The change to Paragraph 1.5 is identified with a revision bar in the right margin designated as Change A.

revision number (5) and date (11/07/96) are not being changed as a result of the incorporation of Change A.) To facilitate NRC review, Attachment B contains Paragraph 1.5 as found in Revision 4 of the T&QP as well as page 2 of 19 (Definitions) and page 7 of 19 (Paragraph 1.5) from Revision 5 of the T&QP. This submittal has been determined not to contain safeguards information.
