SUBJECT: NRC INSPECTION REPORT 50-298/96-23 AND NOTICE OF VIOLATION
Dear Mr. Horn:
On October 19,1996, the NRC completed an inspection at your Cooper Nuclear Station
facility. The enclosed report presents the results of that inspection.
During the 6-week period covered by this inspection, your conduct of activities at the
Cooper Nuclear Facility was generally sound. A violation of NRC requirements was
identified involving inaccurate monitoring of equipment unavailability. This violation is of
concern because it showed operator inattention to the actual unavailability of plant
systems, resulted in inaccurate Maintenance Rule unavailability calculations, and was

similar to unavailability problems found in the Maintenance Rule baseline inspection.
