U.S. NUCLEAR REGULATORY COMMISSION STAFF REVIEW OF CONNECTICUT LOW-LEVEL RADI0 ACTIVE WASTE PROGRAM QUALITY ASSURANCE PLAN
Dear Mr. Gingerich:
I am responding to your letter to John Greeves of December 9. 1996. which requested a time and cost estimate for the subject action.
The U.S. Nuclear Regulatory Commission staff would be pleased to have the opportunity to review this plan. Our purpose in reviewing this document at this time is to help ensure that potential regulatory issues and NRC concerns are known by the State at an early time.
In this manner they can be addressed prior to work being performed in support of a license application. The pre-licensing review of this plan should expedite the overall licensing process.
Based on discussions my staff has had with you on this topic, we understand that this review would focus on the principal elements of the plan to identify significant issues or concerns. The staff would not conduct an in-depth review similar to the type we would conduct as part of a formal license application review. We estimate that a review of this scope would require approximately 40 staff-hours.
At our currently billing rate of $120/hr. the review would cost $4.800. We will not begin our review until we receive your written authorization to proceed.
