NOTICE OF WITHDRAWAL OF APPLICATION FOR j AMENDMENTS TO FACILITY OPERATING LICENSES I The U.S. Nuclear Regulatory Commission (the Commission) has granted the l 1 i j request of Connecticut Yankee Atomic Power Company, Northeast Nuclear Energy Company, and North Atlantic Energy Service Corporation, et al. (the licensees) .

i l j to withdraw its February 1,1996, application, as supplemented August 2,1996, for proposed amendments to Facility Operating License Nos. DPR-61, DPR-21, DPR-65, NPF-49, and NPF-86, for the Haddam Neck Plant, Millstone Nuclear Power Station, Units 1, 2, 3, and Seabrook Station, Unit No.1, located in Middlesex County, Connecticut, New London County, Connecticut, and Rockingham County,  ;

New Hampshire, respectively.

The proposed amendments would have revised Section 6, " Administrative i Controls," for each of the plants' facility Technical Specifications to reflect several changes in organizational titles.

The Commission had previously issued a Notice of Consideration of Issuance of Amendments published in the FEDERAL REGISTER on April 24, 1996 (61 FR 18164). However, by letter dated October 3,1996, the licensees withdrew the proposed change.
