Your Part 21 evaluation of deficient energy absorbing material supplied to the Byron Nuclear Plant has been reviewed. Your evaluation indicates that the deficient material was manufactured using your original manufacturing technique,
" Process A,"
in which the base material to be brazed is coated with an adhesive, brazing material sprinkled onto the adhesive coated base material, and the parts assembled and placed in the furnace.
In a telephone conversation with your Mr. Graper on August 6,1985, it was ascertained that material manufactured using " Process A" had only been supplied to Duke Power and the Byron, Braidwood, and LaSalle Nuclear Plants. Mr. Graper also stated that in addition to the review of material traceability discussed in the Part 21 Evaluation Report (Byron, Braidwood, and LaSalle material), the material supplied to Duke Power has also been reviewed for traceability and the results of these reviews was that all nonconforming material could be accounted for.
Based on this additional information, the additional material testing performed by Hexcel, and the fact that only material manufactured under " Process A" has been found to be deficient, the NRC staff agrees with your conclusion that the deficient material was an isolated case.
