LICENSE AMENDMENT REFLECTIt!G CHANGES IN ORGANIZATION AND NAME OF REACTOR FACILITY The Comission has issued Amendment No. 20 to Facility Operating License No. R-77 for the State University of flew York at Buffalo reector. The amendment consists of changes to the Technical Specifications in response to your submittal dated t' arch 8,1985 The amendment changes the name of the reactor facility, introduces a private managerent company into the orcanizational structure, and redistributes responsibilities related to radiolonical safety. On the bases of discussions between members of our respective staffs, and with your concurrence, we have included some additional clarifying changes in the revised Technical Specifications. Two of these changes, in sections 6.1 and 6.1.1(2) make it explicitly clear that the University, as the licensee, retains overall j
responsibility for the safe operation of the Center. The Technical Specifications are beino reissued because of the many changes.
