SUBJECT:

TELECON WITH H. LEVIN AND F. WEBSTER ON TUEC ACTION ITEMS l On December 10, 1984 at 2:00 p.n., a telecon was held between L. Shao. D.

Jeng, R. Philleo, T. Langowski of TRT and H. Levin and F. Webster of TUEC's civil and structural review team. The main objective of the telecon for '

for the TUEC participants to brief the TRT staff regarding their general ,

approach of the forthcoming "as-built concrete" Schmidt Hansner test work l with emphasis on the statistical basis for test data collection and reduction. The technical basis for generating necessary criteria for acceptance / rejection of test results was also discussed. Basically, concrete in question with those of concrete not in question at a top 10%

level with 95% confidence. R. Philleo of TRT expressed soce concern about a potential high rate of rejection if Mr. Webster's approach were to be followed. Mr. Philleo suggested that a method of comparison based on some -

preselected level of significance, say at 5%; should be considered as an optional approach. It was agreed that the issue will be further discussed by the parties at a later time.

The item regarding control room ceiling was also discussed briefly. TRT staff indicated that there was a need for the TRT staff to observe and understand whatever modification being planned or implemented at the site.

It was agreed that the TUEC staff will further brief TRT at a later time on this aspect.

D. Jeng of the TRT indicated that one of the preliminary findings of the TRT QA/QC group seems to indicate that there were frequent QA/QC breakdowns ,

in various parts of the plant. In defining specific action items for each  ;

NRC requested action, TUEC was encouraged to design its program in such a ,

way as to be able to answer the general implication of the QA/QC breakdowns noted above. TUEC staff agreed to consider the point raised by the TRT staff. ,

With regard to the implementation of Schmidt Hammer tests, the TRT staff '

indicated that they plan to observe and audit key test operations. TUEC t staff agreed to keep the TRT staff informed regarding the progress of the test program. l 1

The TUEC staff expressed the need for discussing directly with R. Philleo of the TRT on the details of statistical design of the test program. L.

Shao of the TRT advised that any future conversations with TRT reviewers ,

should be held through D. Jeng and should be properly documented.  !

Parties agreed to hold follow-up discussions on an as-needed basis in the ,

future. In the meantime. TUEC will work towards finalization of its l civil / structural action plans. i The telecon was concluded approximately at 4:00 p.m.
