SUMMARY

OF TECHNICAL MEETING WITH HOWARD LEVINE OF TUEC DATED DECEMBER 26, 1984 On December 26, 1984, Howard Levine of TUEC met with D. Jeng and R. Philleo of Comanche Peak TRT to provide information related to the status of five TUEC action plans in the Civil / Structural area. A summary of the items discussed is provided below:

a. With respect to the as-built concrete strength test program, TUEC is still working on the best method to be used for evaluating the test data and making judgement on the acceptability of the tested concrete.

TUEC is also proceeding to select a finite number (approximately 100) of accessible concrete surfaces for test surface preparation. It was agreed that TRT staff will go to the site to observe some of the surface preparation work on January 7,1985. TRT staff indicated that the direct staffi witnessing of the preparatory work does not in any way imply staff approval of the entire plan. However, the staff is cognizant of the technical considerations which fonn the basis for the TUEC plan. Final approval of the plan is pending submittal of the final plan by TUEC and staff completion of the review.

b. TUEC presented the technical basis for selecting some 255 runs of conduits and supports (2" or less) for evaluation by analysis to determine if the provisions of R.G.1.29 were complied with.

The as-built dimensions and data needed for damage interaction study l of the conduits and supports are being collected. TUEC indicated that some of the Unit 2 control room ceiling c1cments were being removed for the above stated purpose. It was agreed that TRT staff will also witness some of the conduit related work on January 7, 1985.

c. With respect to the use of Roto-form and seismic space issue. TUEC indicated that it planned to use available video viewing techrique t) determine the extent of obstruction of seismic space by unretrieveo roto-forn and debris. The actual viewing work may not be in operation by January 7,1985 when the TRT staff visits the site. Howe.er, TUEC intends to discuss with the TRT staff some of the detail planning data for the work and the general approach to be followed in resolving the issue. TRT staff indicated that it will be ready to discuss the item of the site on January 7,1985 with TUEC.

i d. With respect to the issue of omitted rebar in the reactor cavity, TUEC informed the TRT staff that some analytical verification work to qualify the as-built reactor cavity is underway. The analysis results, wnen the evaluation is completed, will be submitted for the l- TRT staff review.

e. General approach for resolving the potentially missed #18 rebar in the a fuel building was also discussed. Final selection of the approach, however, has not yet been made. Some preliminary analysis work on the affected slab is being pursued.

i f. TUEC staff showed draft flow-charts of its five plans to the TRT staff

) to aid the discussion. No copy of the charts was provided to the TRT staff.

I g. The January 7,1985 visit will involve the RIV site resident engineer. H. Levine was requested to pass the information about the

! January 7,1985 meeting to the RIV resident engineer.

h. The TRT staff also indicated that actual witnessing of the Schmidt i hammer test will be implemented on January 21, 1985 and requested TUEC

to try to see if such a date is convenient from the TUEC standpoint.

H. Levine confirmed that the proposed date can be accommodated by TUEC via a phone call to D. Jeng on December 27, 1985.

In short, the meeting was very productive in terms of effecting a direct exchange of technical opinions covering details of the action plans. It ,

also helped to identify a need of the TRT staff to witness some of the ongoing preparatory work at the site. The meeting resulted in setting up a

site visit by the TRT staff on January 7, 1985. Parties agreed to hold technical contacts, on an as-needed basis, in the future to expedite resolution of the five TUEC action items in Civil / Structural area.
