DOCUMEhTATION OF MEETING WITH TUEC CONTRACTOR After the scheduled NRC meeting with TUEC in Bethesda, Maryland, on January 17, 1985, I met briefly with Mr. M. J. Wise, T' EC's Comanche Peak Response J
Team - Testing Programs Leader.
(Mr. Wise had called me on January 14 to inquire if I would be at the scheduled meeting and if we could meet briefly thereafter.
I responded in the affirmative.)
At our meeting Mr. Wise provided me with draft revisions to the Revision 0 Issue - Specific Action Plans in the Test Program area which were included in TUEC's submission to NRC on October 8, 1984. Mr. Wise requested that I review action plans for completeness of TUEC's coverage of our concerns and advise him of the results of my review when completed.
I agreed to Mr. Wise's request, but cautioned him that the results of my review would not represent a final NRC position on the action plans. Mr. Wise stated that he understood.
I also asked Mr. Wise to provide a copy of the draft revised action plans to Mr. Ward F. Smith, NRC Resident Inspector - Comanche Peak, for his review. He agreed.
I took the opportunity of this meeting with Mr. Wise to advise him that the TRT's Test Program Group had determined that an additional action was required by TUEC as a result of a finding identified by TRT's QA/QC Group. That finding related to numerous document control problems which existed between September 1981 and April 1984.
I explained to Mr. Wise that while the TRT's Test Program Group did not identify any adverse affects on the Comanche Peak testing program as a result of document control-problems, because of the nature and number of problems identified by the TRT's QA/QC Group, TUEC would have to investigate -further the potential for those problems to have affected the testing program and provide NRC with the results of that investigation.
I informed Mr. Wise that this ad.tional required action had not been brought to the attention of TUEC previously because the QA/QC Group's effort had not yet been completed when the Test Program Group developed their findings and required actions.
I also informed him that the required action would be included on Supplement 7 to Safety Evaluation Report which would be issued in a short period. Mr. Wise said that he would pass this information on to TUEC management.
This meeting took place between 1:20 p.m. and 2:00 p.m. on the previously stated date.
