The petition would have NRC consider the need and propriety of individual shipments of spent nucicar fuel in a regulatory environment which includes potential for hearings and the issuance of ensironmental impact statenents.

Background:

The State of Nisconsin preceded its patition with a Tetter dated October 31, 1984.

That letter and the Chairmn's response dated Decemb2r 9, 1984, ere enclosed (Attachment I) for your information. The petition was subnitted on December 13. 1934, and is included in the draf t staff paper.

The NRC Notice of Receipt of Petition was published in the Federal Register on February 4, 190s; forty-four public crcunts were submitted and no:r.hered 1-4s with r.o come.nt number 6.

An analysis of public crecents will ha added to th-t staff paper once we have arrived at an agreed positten.
