Supplement Reference (a) requests all addressees to submit a written response within 45 days of the date of the

If the addressee intends to implement the requested actions:
(i)
A report confirming completion of the actions requested in items 1(a),1(b),1(c), and a h
schedule for completing implementation of actions requested in Items 1(d) and 2 of Reference (a).
(ii)
Within 30 days of completion of the actions requested in Items 1(d) and 2, a report confirming completion.

The reports indicated in (i) and (ii) above should provide detailed descriptions of the reviews and j-evaluations performed in response to the actions requested, including any compensatory measures implemented as a result of the reviews and evaluations performed.

If an addressee chooses not to take the requested actions, the 45-day response should provide a description of any proposed alternative course of action, the schedule for completing the j
alternative course of action (if applicable), and the safety basis for determining the acceptability 1
of the planned alternative course of action.
I By letter dated August 19,1996 (Reference b), we informed the Commission of our intention to j
implement the " Requested Actions," and transmitted a report prepared by our Independent Spent Fuel Storage Installation vendor, VECTRA Technologies, Inc., providing the response to the requested action items (Document No. 31-B9604-102). The VECTRA report transmitted by Reference (b) indicated that j
a supplemental Part I report will be issued by October 20,1996, reflecting the results of the analyses and j
experiments that could not be completed within the ~ 45-day period requested by the Bulletin.
Accordingly, on October 18, 1996 VECTRA issued Revision 1 to Document No. 31-B9604-102, 4
j containing the supplemental information [ Reference (c)]. Please be advised that Baltimore Gas and Electric Company has reviewed Reference (c) and concurs with its contents. This transmittal completes our response concerning Bulletin 96-04 Requested Action Items 1(a),1(b), and 1(c).
