l Ladies and Gentlemen:
l Enclosed is an appl.lcation for an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1 Operating License Number NPF-3, l-Appendix A, Technical Specifications. The proposed changes involve Technical Specifications: 3/4.8.1.1, Electrical Power Systems - A.C.
Sources - Operating; 3/4.8.1.2, Electrical Power Systems - A.C. Sources -
Shutdown; 3/4.8.2.3, Electrical Power Systems - D.C. Distribution -
Operating; 3/L 8.2.4, Electrical Power Systems - D.C. Distribution -
Shutdown; and Bases 3/4.8, Electrical Power Systems.
The proposed changes would modify the prerently specified 18 month surveillance frequencies in Surveillance Requirements 4.8.1.1.1.b, 4.8.1.1.2.d, and 4.8.2.3.2.c,d and f to a new specified frequency of once each refueling interval. Surveillance Requirement 4.8.2.3.2.e would be modified by deletion of the requirement to perform the surveillance "during shutdown." Surveillance Requirements 4.8.1.2 and 4.8.2.4.2 would also be affected as they reference the aforementioned Surveillance Requirements. These changes are in accordance with the NRC guidance provided by Generic Letter 91-04, " Changes in Technical Specification Surveillance Intervals to Accommodate a 24-Month Fuel Cycle," dated April j
2, 1991, and will support conversion of the DBNPS from an 18 month to a j
24 month fuel cycle.

This license amendment application is one of several applications which will be submitted in support of the 24 month fuel cycle conversion.
These applications are being submitted to the NRC as a Cost Beneficial Licensing Action. As will be demonstrated in each license amendment application, the proposed changes will not adversely impact safety. The proposed changes will provide an estimated cost savings of $24 mill!.on over the DBNPS's remaining life.
Toledo Edison requests that this amendment be issued by the NRC by April 30, 1997.
