Please be informed that the Public Service Electric & Gas (PSE&G)
Designated Medical Examiner (DME) has placed an additional limitation on a Senior Reactor Operator (SRO) at Hope Creek Generating Station.
This limitation was placed on the SRO on December 31, 1996, at the recommendation of his personal physician.
The SRO currently has a restriction on his license because of a medical condition that predicated this new limitation.
PSE&G has taken administrative measures to ensure that this limitation is placed on the SRO; however, PSE&G is l
requesting that this condition be included as a restriction on the operator's license. contains the background information for the SRO involved describing his current medical condition and the additional limitation. contains detailed medical information and an assessment by the PSE&G DME describing his assessment of the operator's ability to perform his licensed duties.
Based on the evaluation performed by the PSE&G DME, PSE&G requests that a conditional license be issued for this SRO.
The additional condition that PSE&G requests be added to the SRO's license is described in Enclosure 1.
In accordance with the provisions of 10 CFR 2.790 (a) (6), PSE&G requests that the enclosed information be withheld from public disclosure on the basis that disclosure of the SRO's medical

I am Senior Vice President - Nuclear Engineering for the Nuclear Business Unit, Public Service Electric and Gas L
Company (PSE&G), and as such, I am responsible for the l
review of the information referenced herein and sought to be withheld from public disclosure.
I am submitting this affidavit in accordance with the provisions of 10 CFR 2.790(b)of the Commission's regulations.

The information sought to be withheld constitutes information contained in personnel files utilized by Public Service Electric & Gas (PSE&G)in making personnel decisions, and as such, could constitute a clearly unwarranted invasion j
of personal privacy.
3.
The information contained in the enclosures is a type that is generally held in confidence between a patient and their attending physician and is customarily held in confidence by PSE&G and, other than its disclosure to the Commission, is intended to be held in confidence and not disclosed to the public.
4.
The information sought to be withheld is being transmitted to the Commission in confidence pursuant to the provisions of 10 CFR 2.790 with the understanding that it is to be received in confidence and withheld from public disclosure by the commission.
If the NRC is unable to grant PSE&G's request for withholding, we request that the enclosed documents be returned to us in accordance with the provisions of 10 CFR 2.790(c) and past NRC practice.
